Paislee Donner is a 16-year-old girl who lives in Panem (formerly North America) in the year 2150. After massive rebellions and wars, even though it was 2150, it felt more like the 1980s. Panem was divided into 12 districts and the Capitol. Each district specialized in something, and the Capitol was the only one that was more futuristic and luxurious. They were the ones who governed Panem (the president was Snow) and who held the Hunger Games.

The Hunger Games were games that were held every year for 50 years and were held to remind everyone that rebellions were not accepted and to demonstrate the power of the Capitol and for its amusement. A boy and a girl between the ages of 12 and 18 are randomly selected (the reaping) from each of the 12 districts in an event called the reaping. The participants, called "tributes", must fight to the death in a large natural arena until only one survivor remains.

But now, because it's the 50-unit vassalage system, instead of one male and one female tribute, there will be two male and two female tributes per district.

Paislee was a girl with long blonde hair with bangs, blue eyes, and freckles. She was from District 12 (one of the poorest districts, focused on mining). She had an identical twin sister named Preslee and lived with her mother in a house. Paislee also had a group of friends (Sion, Riku, Sakuya, Yushi, Jaehee, and Ryo) whom she had met a few months prior. They were Japanese, and she got along very well with them and appreciated them. They were also from her district. Paislee belonged to the highest social class in the district, and she and her sister wore a pin at every harvest. Paislee wore a mockingjay pin, and her sister wore a snake pin, though she didn't particularly like wearing hers. Paislee was also somewhat rebellious and didn't care about anything.
