Cutter Circuit Cookie is a slightly taller Cookie who is always seen sitting coyly atop a pile of cameras. Their dough is a very dark-charcoal, and their eyes resemble camera shutters, the left eye being grayish-green, and the right eye being a cornflower-blue. Their hair is a pure white bob that sweeps across their forehead. For their outfit, they wear a dark-gray bodysuit, white gloves, and white boots. The bodysuit's sleeves sport a yellow and blue pattern. Cutter Circuit Cookie sports a metallic, wired halo above their head that is attached to four cameras, each of them having a different ring shape behind them, each appearing to be different types of cookie cutters. Their body appears to be wired to other security cameras and screens floating around them.

Cutter Circuit Cookie is one of the authority figures at SCOOP. They are mysterious, elegant, and observant.
