Fatui meetings are held in the Glupov Fortress, the organization's headquarters in Snezhnaya. It is here that the most important decisions are made and, presumably, where the Fatui Harbingers convene.

Geography and climate
Snezhnaya is located in the north of Teyvat. It is a land of eternal winter, with harsh storms and blizzards that can last for months. At night, the northern lights can be seen in the sky. Culture and design
Snezhnaya's image is inspired by a combination of elements of Russian history, culture, and folklore: imperial architecture, the vast Siberian landscape, motifs of northern fairy tales, and Soviet industrialization. Russian roots are found in the characters' names (e.g., Snezhevich, Snezhnevna). However, the design also includes references to other cultures—for example, the names of the Fatui Harbingers are taken from the Italian commedia dell'arte.
Political structure and the role of the Queen
After the Cataclysm 500 years ago, the Queen inherited the title of Cryo Archon from the previous ruler, the White Tsar. Her reign began with the suppression of uprisings by the faerie nobility and the residents of Port Belovodye, who refused to recognize her authority. The Queen instituted reforms, abolishing the feudal aristocracy and replacing it with the Snezhnograd Veche.
With the help of the Fatui organization and its top officers, the Eleven Harbingers, she has transformed Snow into the dominant force on the continent. The Queen's primary goal is to overthrow the Celestial Order (Celestia). To this end, she is collecting the Gnosis (Hearts of the Gods) of other Archons, believed to be created from the remains of the deceased deity. By the time of the game's events, she already possesses six of the seven Gnosis.
The Queen's personality is contradictory: Tartaglia describes her as a "gentle person" hardened by the events she experienced. Dainsleif, however, notes that her people have no love left for her, and follow her only out of hope of overthrowing the heavenly order.

Among her Fatui colleagues, she is considered a withdrawn, cold, and perhaps slightly obsessive scientist.
She is always accompanied by a large automaton - first Pulonia, and after her death - a new robot companion, Fagio.
