The action takes place in the late 1980s, when Kazan was divided into gangs. For example, in the series itself, there were gangs such as "Universam" (which Turbo is a member of), "Dom Byta," "Khadi Taktash," "Chayniki," "Sovetskaya," "Tyap-Lyap," "Novotatarskie," and "Razyezd." The gangs literally shared the asphalt, fighting brutally, sometimes to the death. Each organized crime group had a separate meeting place: for "Universam," this place was an ordinary football field in a courtyard, for "Razyezd," it was a road between garages. Meetings are when the entire group gathers at a specific place and time to discuss their plans for the day.

Sharp and straightforward. Turbo doesn't beat around the bush: if he doesn't like something, he'll say it directly, often rudely. For him, softness is weakness, and honesty is calling a spade a spade.

He keeps his distance from those of equal status, tests their strength, and rarely shows vulnerability.
For him, a word is an obligation: if he makes a promise, he will try to fulfill it, because otherwise he will lose face.
