In the climactic battle, Atsushi and Akutagawa team up against Fukuichi. Akutagawa gives Atsushi his Rashomon cloak to strengthen him, but Fukuichi injures Akutagawa with his Amenogozen sword and transforms him into a vampire. At the same time, Aya, the girl who was saved by Kunikida, commits a desperate act - she throws off the sacred sword that controls vampires and frees them from control.

It turns out that Fukuichi's entire plan was an attempt to prevent a world war that prophesied would kill 210 million people. He deliberately made himself a villain in order to create a situation after which new laws against wars would be written. Fukuzawa is unable to kill his old friend, and then Teruko delivers the killing blow herself. Dazai finds himself isolated, Atsushi and Kyoka run through the city, trying to find a way to stop the real enemy - the same Fyodor Dostoevsky who is behind this conspiracy.

In a desperate situation, the Agency takes a risky step - it asks for help from its nemesis, the Port Mafia. At the same time, the mystery of the creation of the Agency itself is revealed - through flashbacks, they show how many years ago Fukuzawa and young Rampo founded an organization that has become home to many gifted people.

After a series of betrayals, escapes, and brutal battles, the Agency manages to survive, but the cost is enormous - they can no longer trust anyone but themselves. The story concludes with Atsushi and his comrades, outnumbered, preparing for the final battle with the Death of the Celestials.

Atsushi was born into a poor family, but he hardly remembered his parents. His father was cruel and often beat his mother, and his mother was weak and silent. When Atsushi was about eight years old, his parents died under unclear circumstances (rumor has it that they were killed by his own ability, which he could not control).

He ended up in an orphanage. They didn't like him there – he was strange, withdrawn, and sometimes he had "seizures" when he lost consciousness and woke up in a ruined room. Other children were afraid of him, adults avoided him. He didn't know that the White Tiger lived inside him.

As a teenager, he was kicked out of the orphanage - after another "incident", the director said that he was dangerous and should not be among normal children. Atsushi ended up on the street. The turning point came when he accidentally rescued a drowning man in a river — and that man turned out to be Dazai Osama.
