Ethics Committee:
The Ethics Committee is a small, independent body charged with reviewing special containment procedures and scrutinizing experiments to ensure they do not waste Class D personnel or other resources.
Scientific service:
The effective operation of the Scientific Service is the cornerstone of the SCP Foundation's operations. The Scientific Service is responsible for the study of all SCP objects currently in containment and those entering containment, and for developing countermeasures and neutralization measures in the event of containment breaches. Only the most outstanding scientists from a wide range of fields are selected to serve on the Scientific Service.
Logistics service:
The Logistics Service distributes material, financial, and human resources to Foundation facilities. Transportation is carried out using road, water, rail, air, space, and other modes of transport. A complex system of priorities and importance classes is used to allocate resources; the highest priority is generally given to transported SCP objects of any class and the resources necessary for their containment. Any obstacles encountered during delivery are resolved first.
Intelligence Service:
The SCP Foundation's Intelligence Service searches for, tracks, and seizes uncontained SCP objects, as well as monitors the activities of organizations hostile to the Foundation. Undercover agent cells are stationed in every major population center on the planet, disguised as civilian facilities and institutions, sometimes using various front companies for this purpose. Agents are typically recruited from law enforcement agencies and intelligence agencies in developed countries.
K-Class Events
Class AK (Affection Keter) Doomsday:
A global mental or memetic effect that changes people's behavior towards the constant performance of a certain type of action (depending on the affected object).
End of the World Class CK (Configuration Keter):
Changing the fundamentals of humanity's habitual existence. This can manifest itself in a change in timelines (the development of history according to a new scenario), the laws of physics or people's consciousness. An extreme case is damage to the fabric of reality.
Dimensional Keter (DK) Class Doomsday:
A massive interdimensional transfer that most often does not lead to the destruction of humanity, but significantly changes the usual appearance of the world. It can be the transfer of the entire planet (or a large part of it) or the people inhabiting it to another world, the return movement of planets or the population of other worlds to ours, as well as a large-scale superimposition of one world on another.
End of the World Class EK (Eternal-War Keter):
A protracted war between humanity and any life form. In most of the currently predicted results, humanity loses, but even in the event of victory, the losses are too great for the further development of human civilization.
Amnesia-inducing drugs
Amnestics are divided into classes according to their properties, purpose, strength of effect and method of application:
Class A amnestics:
A programmable type of amnestic, used to delete recent memories, the period of deleted memories can be adjusted from 30 (thirty) minutes to 2 (two) days. It is injected into the body by intramuscular injections.
Class-B Amnestics:
A programmable type of amnestic used to modify recent memories in one way or another. It is available in the form of soluble tablets and ampoules.
Omega-Class Amnestics:
A special version of Class-B amnestics administered to SCP Foundation personnel if they violate proper secrecy in any way. The amnestic completely destroys all memory of the existence of the SCP Foundation in general, as well as the existence of individual aspects of it in particular. The release form is identical to that of Class B
amnestics. Class-C amnestics come in the form of injections and a spray sprayed into the atmosphere in cases where a large area needs to be treated.
Class-D Amnestics:
A non-programmable type of amnestic that is used to completely erase not only memory, but also personality. Due to the irreversibility of the effect, it is rarely used. It is available in the form of injections and spray.
Disciplinary sanctions
Disobedience to orders, violation of the rules of conduct, damage to Foundation property, aggressive actions against Foundation personnel are punishable by increased containment procedures:

Rights and obligations of the object

A person in containment is required to:

Everyday aspects
Meals are given 3 times a day. Dishes and cutlery are provided only plastic.
The C-1 type chamber is cleaned once a month, the C-2 type - once every two weeks by the Fund's service personnel or by the facility itself with their consent.
Clothing:
A red robe with a white object number on the back and chest (format: Safe/Euclid/Keter SCP-), made of cotton fabric; One set is issued once every 2 weeks.
Shoes: submariner's slippers - issued one pair every 6 months.
The bedding set is replaced once a month. 4 towels are issued for a month. The hygiene kit is replenished when the chamber is cleaned.
It is allowed to supply the facility with books, CDs with films and music; The list of entertainment materials must be approved by the curator of the facility.
Smokers are given nicotine patches.
Once a month, the facility undergoes a preventive medical examination. Once every three months, the Foundation's psychologist must assess the condition of the object.
Water supply, lighting, electrical appliances (all or separately) can be disconnected from the security post.
Containment cell (Type C-2)
The cell consists of two rooms: a living block (5x3 m) and a bathroom (2x2 m). Ceiling height - 3 meters.
The walls, floor and ceiling are made of reinforced concrete and are equipped with fasteners for hinged protective panels (see above).
Painting the walls or wallpapering is allowed. The walls in the bathroom are only painted. The floor finish in the living room is linoleum. The floor in the bathroom is tiled.
Ventilation:
Ventilation duct outlet, 15x15 cm in size, placed in the ceiling, covered with a grille. It is possible to redirect the exhaust air flow to the filter-ventilation system. It is possible to supply gaseous tranquilizers to the chamber.
Bathroom equipment:
Combined bathroom, shower cabin and steel sink with ball faucet. Large wall mirror made of PMMA mirror acrylic, plastic shelf for personal belongings. It is possible to redirect the effluent to the filtration system.
Lighting lamps and video cameras are fixed to the ceiling. The design of the lamps provides mounts for light filters. An intercom is installed on the wall at the entrance to the cell.
The chamber is equipped with a sprinkler fire extinguishing system.
Furniture:
Steel "armored" bed with a mattress, screwed to the floor. Two chairs and two tables - a desk and a coffee table, made of ABS plastic. Bedside table and locker for personal belongings. Bookcase. A TV screen in a wall niche covered with bulletproof glass, connected to a DVD player, an audio system.
The garbage chute hatch is located in the wall.
Containment cell (Type C-1)
The dimensions of the chamber are 4 m long, 3 m wide, 3 m high.
Walls, floors and ceilings are made of reinforced concrete and are equipped with fasteners for hinged protective panels (lead - for radioactive objects, soft materials - for mentally unstable humanoids, etc.). Lighting lamps and video cameras are fixed to the ceiling and protected by bulletproof glass. The lamps have fasteners for light filters. Since recording sound with the camera through the armored glass will be difficult, additional compact hidden microphones are placed on the ceiling or ceiling panel. An intercom is installed on the wall at the entrance to the cell.

Ventilation:

The shower is located in the corner of the cell and is enclosed by a film curtain. The shower head is built into the ceiling, turning on/off the water supply is carried out by pressing a button in the wall. The drain hole is covered with a grate. It is possible to redirect the effluent to the filtration system (in case of dangerous emissions).
Furniture:
A concrete elevation with a height of 0.7 m, a width of 1.5 m, a length of 2.2 meters is used as a bed. Folding table (ABS plastic, swivel mount - without legs). Bedding and bath accessories are at the discretion of the staff.
The hatch of the garbage chute is located in the wall, the garbage chute leads directly to the incinerator shaft (it can be closed with a grate to check the discarded garbage).
Purpose of Containment Cells and General Guidelines
In order to reduce the cost and labor costs of developing containment procedures for each newly discovered SCP object, the Foundation has developed standard containment procedures and standard cells for a common class of humanoid SCPs, i.e., anomalous subjects with structure, physiology, and basic needs similar to those of normal Homo sapiens, which provide living conditions that meet both the requirements for the safe containment of SCP objects and basic standards of comfort and ethical treatment of sentient beings.
Standard containment cells are designed to be suitable for the vast majority of low-hazard facilities with minimal or no modification, and for this purpose, after a comprehensive study of the Organization's experience, they have been designed to incorporate the most widely used solutions to counter anomalous effects of a wide variety of nature.
Management Staff
Site Managers:
Site Leaders manage the Foundation's core facilities and are the highest-ranking personnel in the regions where they are located. They are responsible for the continuous safe operation of their institution, the containment of all anomalies in it, as well as the implementation of projects related to them. The heads of all major local services report to the Site Leader, who in turn reports to the O5 Council.
O5 Council Members:
The O5 Council is a senior management committee of the Foundation. They have full access to all information related to contained anomalies, oversee all global operations of the Foundation, and are responsible for long-term strategic planning. Given the importance of their position, members of the O5 Council are not allowed to come into contact with any anomalous objects, beings, or phenomena. In addition, the identities of all members of the Council are classified, using only their numerical designations (O5-1 through O5-13).
Field Staff
Field Agents:
Field Agents are the eyes and ears of the Foundation. They are trained to look for and investigate any signs of anomalous activity. At the same time, they often work undercover in law enforcement agencies or are embedded in local services, for example, the ambulance service or control services. Once such activity is confirmed, the agent will usually call in an appropriately equipped containment team from the nearest Foundation facility. It is the task of securing the potential SCP object and bringing it into containment.
MTF Operatives:
Mobile Task Forces are specialized units composed of veteran agents from a wide variety of Foundation facilities and used in cases of specific threats. Their composition is extremely diverse - a mobile task force can consist of field researchers specializing in a certain type of anomalies, or it can be a heavily armed squad trained to cope with a specific type of hostile anomalous creatures.
Facility Staff
Containment Specialists:
Containment Specialists in Foundation facilities play two primary roles. Containment teams are primarily dispatched to areas of confirmed anomalous activity in order to secure the potential SCP object, ensure its initial containment procedures, and transport it to the nearest Foundation facility.
In addition, Foundation engineers and technicians are involved in the development, improvement, and maintenance of chambers, as well as other means necessary to contain anomalous objects, entities, or phenomena.
Fellows:
Fellows are responsible for the Foundation's research activities and are drawn from among the most gifted and qualified scientists around the world. The goal of the Foundation's research projects is to better understand unexplained anomalies and how they work.
Security Officers:
The Facility Security Service (often referred to simply as "security") is responsible for providing physical and information security for Foundation projects, operations and personnel. Security officers are recruited mainly from the military, law enforcement and correctional personnel. They possess many weapons and are trained to deal with a range of emergencies, including both containment violations and hostile acts. In addition, security personnel are often the first line of defense in the event of a hostile intrusion into a Foundation facility.
Response Team Members:
Response Teams or Task Forces are highly trained and heavily armed military units that accompany containment teams when dealing with aggressive anomalous entities or representatives of hostile related organizations.
Staff Classes
Class A:
Class A is assigned to personnel who are considered vital to the Foundation's strategic operations, and are therefore prohibited from any direct access to anomalous objects. In emergency situations, Class A personnel are to be evacuated immediately to a predetermined and safe area outside the facility. Members of the O5 Council are assigned Class A on a permanent basis.
Class B:
Class B is assigned to staff members who are considered essential to the Fund's local operations. They are only allowed access to anomalous objects, beings, and phenomena that have been quarantined and subjected to measures to block possible mental or memetic influence.
Class C:
Class C is assigned to personnel with direct access to most anomalies that do not pose a threat or show hostility. In the event of a containment breach or hostile action against a Foundation facility, non-combatant C-Class personnel are to either report to the facility's secure area or, in the event of a massive containment breach or other catastrophic event, evacuate at the discretion of local security.
Class D:
Class D is assigned to consumable personnel used to work with extremely dangerous anomalies. They are not allowed to have any contact with Class A or B. D-Class personnel are usually recruited from prisoners around the world, with preference given to those convicted of violent crimes, especially those sentenced to death. D-Class personnel are to be subjected to regular mandatory psychiatric evaluations, and at the end of the month, they are to be either administered Class-B (or higher) amnestics or terminated.
Class E:
Class E is a temporary designation given to field agents and personnel involved in containment if they have been exposed to potentially hazardous effects during the time a new facility is being contained.
Access Levels
Level 1 (For Official Use):
Level 1 clearance is granted to personnel who work in close proximity to anomalous objects or entities, but do not have direct, indirect, or informational access to them, as well as personnel who deal with classified information. Generally, Level 1 clearance is held by employees in the office and supply departments of facilities directly involved in the maintenance of facilities, as well as by the maintenance personnel of such facilities.
Level 2 (Restricted):
Level 2 security clearance is granted to security personnel and researchers who need direct access to basic information regarding anomalous objects or entities in containment. Most researchers, field agents, and containment specialists are Level 2 clearances.
Level 3 (Classified):
Level 3 clearance is granted to senior security personnel and research personnel who need access to detailed information regarding anomalous objects or entities in containment, including their origin, circumstances of removal, and long-term plans for them. Most senior researchers, project managers, security officers, response team members, and MTF operatives are Level 3 clearers.
Level 4 (Top Secret):
Level 4 clearance is granted to senior management personnel who need access to all information of a particular institution and/or region, as well as long-term plans regarding Foundation operations and scientific projects. Generally, Level 4 clearance is reserved for Site Leaders, Facility Security Chiefs, and MTF Commanders.
Level 5 (Thaumiel):
Level 5 security clearance is granted to senior Foundation personnel and guarantees near-complete access to all strategic and classified information. Generally, only members of the O5 Council have Level 5 clearance.
Secondary classes
The classes below are less commonly used and are usually assigned to anomalies that require non-standard containment procedures.
Thaumiel: Thaumiel-class
objects are used by the Foundation solely to contain other anomalies. The very existence of Thaumiel-class objects is classified and available only to high-ranking Foundation personnel, and information about the location, function, and current status of such objects is known to almost no one except the O5 Council.
Apollyon:
Apollyon-class objects are anomalies that are either impossible to contain, would inevitably violate containment, or are expected to follow a similar scenario. Such anomalies are usually associated with doomsday threats or K-Class Events, and require significant efforts from the Foundation to eliminate them.
Archon: Archon-class
objects are anomalies whose content is theoretically possible, but for some reason it is better not to contain them. Archon-class objects may be part of a coherent reality that is difficult to fully contain, or their content may be fraught with negative consequences. These anomalies are not non-containable anomalies—the main feature of the class is that the Foundation decided not to contain the anomaly when it could.
Ticonderoga: Ticonderoga-class
objects cannot be contained, but are not necessary. These anomalies are similar to Archon-class objects in that they are not required to be contained, but differ in that the Foundation does not currently have the resources and competence to contain them due to the ubiquity of such anomalies on Earth. At the same time, their existence or anomalous nature is incomprehensible to the general public. The Ticonderoga class can also be assigned to objects in space that are inaccessible to the Foundation.
Main feature classes
Most of the objects in the Organization's database belong to these classes, which is why they are the most common.
Safe:
Objects of the "Safe" class are anomalies that are easiest to contain without consequences. These objects are well enough studied to be kept at low cost, or do not exhibit anomalous effects without some external stimulus or deliberate activation. Making an anomaly of the "Safe" class does not mean that activating or working with it does not pose a threat.
Euclid: Euclid-class
objects are insufficiently studied or inherently unpredictable anomalies, the reliable containment of which is not always possible or requires more costs than the maintenance of "safe" ones. Since this is a fairly broad definition, if an anomaly does not fit into one of the main classes, the Euclid class will probably fit it.
In particular, all anomalies that can be called intelligent are most often assigned a class of at least "Euclid", since an object endowed with its own will or thought is essentially unpredictable.
Keter:Keter-class
objects are anomalies that are difficult to sustain or reliably contain, and involve complex containment procedures. Often, such facilities cannot be fully contained, because the Foundation lacks an understanding of the anomaly, or lacks the technology to counteract and contain it. "Keter" doesn't always mean danger, but rather that the object is very difficult to maintain or costly.
Fund Operations
In order to accomplish its core missions, the Foundation regularly conducts many covert operations around the world.
Special Containment Procedures - "SCP"
The Foundation maintains an extensive database of anomalies requiring special containment procedures, commonly abbreviated as "containment procedures". Much of this information contains general information about anomalous objects and descriptions of the procedures required for their safe containment or in the event of containment breaches and other similar events.
Anomalies come in many forms, including objects, creatures, places, and even phenomena. Upon containment, each such anomaly is assigned one of its classes, after which it is either transported to one of the Foundation's many facilities, or, if it cannot be moved, contained at the site of discovery.
Secrecy:
The Foundation operates in the strictest secrecy. Each of its employees has one of the security clearances, which allows them access only to the information necessary to perform their duties. Foundation personnel found to have violated secrecy protocols are identified, detained, and subject to disciplinary action depending on the severity of the breach.
Related Organizations and Hostile Factions:
The SCP Foundation is not the only organization aware of anomalies, many other groups attempt to interact with or exploit anomalous objects. Some of these related organizations have similar goals to the Foundation and can cooperate with it, but most act in their own interests and most often try to adapt anomalies to make a profit. Foundation personnel are required to exercise caution when interacting with members of such groups, cooperation with them without prior agreement with the management may lead to the application of disciplinary measures, up to elimination.
About the SCP Foundation
Invisible and omnipresent, the SCP Foundation is outside of anyone's jurisdiction. It is vested with the appropriate powers of all major world governments and has the task of containing objects and phenomena that threaten the naturalness and normality of this world. Such anomalies pose a significant threat to global security and can pose both physical and psychological dangers.
The Foundation acts to ensure that the norms remain the norms, so that the population of Earth can continue to live a normal life without fear or questioning their perception of the world around them, so that humanity is protected from various extraterrestrial threats, as well as threats from other dimensions and universes.
Its mission is based on three main pillars:
Secure:
The Foundation captures anomalies and prevents them from falling into the hands of civilians (thus ensuring their safety) or hostile organizations (thereby ensuring safety from them). This is achieved by conducting global surveillance and quickly responding to any manifestations of anomalous activity.
Contain:
The Foundation contains anomalies to prevent their influence from spreading. This is accomplished by moving, camouflaging or dismantling them, and by suppressing or preventing the dissemination of information about anomalies to the general public.
Save:
The Foundation protects humanity from anomalous effects, and also preserves the anomalies themselves until they are fully understood or new scientific theories can be developed based on them. The Foundation can also neutralize or destroy anomalies, but such actions are only used in the most extreme cases when the anomaly is too dangerous to contain.
