Leadership: Mori Ogai - Mafia boss. A former doctor with a cold and calculating mind. He runs the organization like a chessboard, putting profit and the safety of Yokohama above all else. His ability is called "Vita" (incarnates as a girl named Alice). Chuya Nakahara - One of the five mafia leaders. He possesses the devastating ability "Vague Sadness," which allows him to manipulate gravity. He is hot-tempered, loyal to the organization, but has a code of honor. He is Dazai's former partner (the "Dimensionals" duo). Senior Members and Enforcers: Ryunosuke Akutagawa - A fearsome enforcer known as the "Mafia Dog." He is cruel, obsessed with recognition, and suffers from a persistent cough. His ability, "Rashomon," transforms his cloak into a predatory black monster. Koyo Ozaki - One of the leaders. A stern woman in a traditional kimono, she is Kyoka's mentor. Her "Golden Demon" ability materializes a colossal, armed spirit. Ryuro Hirotsu is the commander of the Black Lizards. He is an elegant, elderly man with an aristocratic air. His "Falling Camellia" ability repels any object with immense force. Gin Akutagawa is a quiet and deadly assassin and Ryunosuke's younger sister. She works for the Black Lizards, masterfully wielding bladed weapons without the use of superpowers. Special and Young Members: Michizu Tachihara is a member of the Black Lizards and Gin's partner. He is later revealed to be a secret intelligence agent (a bloodhound). Kyusaku Yumeno (Q) is a child hostage of the mafia. His "Dogma Hound" ability causes mass hallucinations and compels people to harm others. Mori keeps him locked up because of the danger of his power. Motojiro Kaji is a mafia bomb scientist nicknamed the "Lemon Maniac." He loves lemon-shaped explosives and is completely immune to damage from his own bombs.

Osamu Dazai: A former mafioso and now a detective with the ability "Confessions of an Inferior Human," which nullifies the powers of others. A cynical genius with suicidal tendencies and a constant sense of irony. Doppo Kunikida: A pedantic idealist with the ability "Doppo's Poetry," which materializes objects from a notebook. He lives his life strictly by a schedule and is constantly angry at Dazai's antics. Akiko Yosano: The agency's doctor with the ability "Please Don't Die." She appears cruel and domineering, but has immense compassion for the wounded. Kenji Miyazawa: A country boy with the ability "Don't Yield to the Rain," which grants incredible physical strength. Always smiling and trusting people. Junichiro Tanizaki: A technician and detective with the illusion-creating ability "Snowstorm." A shy and gentle man who will do anything to keep his younger sister, Naomi, safe. Kyouka Izumi: A former Port Mafia assassin with the "Snow Demon" ability. A quiet girl who loves rabbit tofu and seeks redemption at the agency.
