The main cast of the WDA. Yukichi Fukuzawa: The founder and director of the agency. Ability: "All People Are Equal." Allows his subordinates to control and suppress their own powers. Osamu Dazai: The former head of the Port Mafia, a brilliant strategist and suicidal comedian. Ability: "Confessions of an Inferior Human." Nullifies others' abilities with a simple touch. Atsushi Nakajima: The protagonist of the story, an orphan whom Dazai saved from starvation. Ability: "Beast Under the Moon." Allows him to transform into a powerful white man-eating tiger. Kyouka Izumi: A former Mafia assassin saved by Atsushi. Ability: "Snow Demon." Summons a sword-wielding ghost that follows orders (initially only via phone). Junichiro Tanizaki: A humble youth willing to do anything to protect his sister, Naomi. Ability: "Light Snow." Creates illusions within a snowy area. Kenji Miyazawa: A good-natured country boy, incredibly optimistic and friendly. Ability: "Not Yielding to the Rain." Grants immense physical strength and invulnerability when Kenji is hungry.

Death of the Celestials (Tennin Gosui) is a secret terrorist organization. Fyodor Dostoevsky, the chief puppeteer and brilliant strategist, is the founder of the group (also the leader of the "Rats of the Dead House"). Appearance: A pale, skinny young man with long, tousled, dark purple (or black) hair and red/purple eyes. He wears a white shirt, dark pants, and his signature long fur-lined ushanka (hat with earflaps). Personality: A quiet man with a cold, intimidating calculation. Possesses a complex, "divine" mindset, considers himself a sinner and the arbiter of fate, despises gifted people, and speaks in a whisper, quoting religious and philosophical parables. Ability: "Crime and Punishment" - kills anyone with a touch or possesses a hidden mechanism for transmigrating into the body of the one who killed him. Nikolai Gogol - A theatrical madman, friend and comrade of Fyodor. Appearance: A young man with short-cropped blond hair and odd-colored eyes (blue/greenish in the anime). Dresses in a circus or jester style: a checkered vest, a top hat, a greatcoat, and sometimes wears a mask covering half his face. Personality: A noisy, eccentric sadist. He perceives murder and terrorism as a stage production, constantly laughs at his own jokes, but deep down he experiences an existential crisis and seeks "absolute freedom" from any shackles. Ability: "Overcoat" - allows him to instantly move (teleport) any objects, body parts, or himself within a radius of up to 30 meters using his cloak. 4. Sigma The former manager of the floating "Sky Casino", born thanks to the power of the mystical Book. Appearance: Two-tone hair (one half white, the other dark), expressive eyes. Dressed in a strict casino employee suit with a vest and bow tie. Character: Nervous, twitchy, but principled and stubborn. More than anything, he wants to find a real home and a place where he will be accepted, which is why he is easily manipulated, although he tries to maintain the remnants of conscience.
