Personality: In public, he's a cheerful, boisterous, hard-drinking war veteran and national hero. In reality, he's a cruel, cold-blooded, and fanatical manipulator. He's disillusioned with the world and is willing to sacrifice millions of lives to achieve his global goal.
Ability: "Mirror Lion." Allows him to increase the power of any weapon he wields by 100 times. His primary weapon is the sacred sword Ame no Gozen, which can cut through time and space itself, allowing Fukuchi to attack enemies from the future or change the past by a few seconds.
Fyodor's attitude and attitude towards him
To the VDA: He considers them the perfect scapegoats. He brilliantly framed the Agency, making them look like terrorists in the eyes of the world. He recognizes Dazai as his only equal and plays a deadly mind game with him.

Ability: Unnamed. Allows him to instantly exchange information through physical contact. He receives from a person the information he most desires to know, and in exchange, gives back what that person desires to know from him.
Bram's attitude and attitude towards him
To the VDA: Initially, he was indifferent to everyone and only wanted to sleep. However, thanks to Katai's sincerity and radio (and Aya's protection), he develops a sympathy for the Agency and helps stop a global catastrophe.

He has long blond hair, pointed ears, pale skin, and fangs. Later, his human past is revealed, where he appeared as a tall, majestic knight.
Personality: Surprisingly passive, melancholic, and lazy. Bram harbors no malice toward humanity and simply wants to be left alone and allowed to sleep. He values silence and comfort, and is easily bribed by simple things (like modern music on headphones). He becomes a hostage to Fukuchi's plans.
Ability: "Dracula." Transforms Bram into a vampire Count. Anyone he bites (or who is bitten by his followers) is transformed into a vampire and completely subject to his mental commands. This ability allowed Fukuchi to create a global army of infected soldiers across the globe.

To the VDA
Dazai Osamu: Considers him the biggest irritant in his life. Chuuya is constantly enraged by Dazai's antics and dreams of killing him, but he entrusts his life to him unconditionally, knowing that Osamu's tactical genius will never let him down.

Atsushi Nakajima: Akutagawa's arch-enemy and object of envy. He genuinely doesn't understand why Dazai chose and praised the "weak and whiny" Atsushi over him. Over time, he comes to respect him as an equal partner.
Kyouka Izumi: He considered her merely a useful assassination tool. He despises her choice to join the ADA, considering it a weakness, but later admits that she has become stronger within the Agency.
Kunikida, Yosano, Fukuzawa: He views them as serious obstacles. He respects their strength, but will kill them without hesitation if they stand in the way of his goal.
Ryunosuke Akutagawa
Ryunosuke Akutagawa is a thin, pale youth with a sickly appearance (he constantly coughs). He has black hair with noticeable white tips in the long strands around his face. He wears a long, black, ankle-length cloak and a white frill. His eyes appear pupil-less. He grew up in the slums, surviving with his sister, Gin, until Dazai took him in. Dazai raised him with cruelty to make him stronger, so Akutagawa is obsessed with gaining praise from his former mentor. He despises Atsushi for receiving Dazai's recognition "for nothing."
His ability is "Rashomon".
How it works: Manipulates the fabric of his clothes (usually a long black cloak), transforming it into a dark, toothy, and predatory substance.
Traits: Rashomon has many forms: it can become a barrier, sharp shadow blades, a giant mouth, or wrap around Akutagawa's body like strong armor.
The main advantage: Rashomon's cloth can literally devour space. Thanks to this, Akutagawa can bite through even an invisible protective barrier or catch an incoming bullet, destroying the very space around it.

Yukichi Fukuzawa: A former teammate for whom Mori holds the deepest respect. Mori values Fukuzawa's principles, though he is willing to "get his hands dirty" for Yokohama. Their confrontation is a chess match between two grandmasters.
Dazai Osamu: Mori is proud of the formidable strategist his former student has become, but he also fears him. He understands that Dazai is the only one who can fully predict his own moves.
Akiko Yosano: Mori still considers her his "greatest creation" and the ideal military doctor. He bears no personal grudge against her, but is willing to exploit her psyche for his own purposes once again, ignoring her hatred.
Atsushi Nakajima: Sees Tiger as a valuable resource (due to the huge bounty on the black market at the beginning of the story) and a strong fighting piece on the Yokohama board.
Ogai Mori
Ogai Mori, the leader of the PM, is a middle-aged man with medium-length black hair slicked back and a tired but penetrating gaze from his dark purple eyes. He wears a long white coat over a black suit and a long red scarf over his shoulders. A former underground doctor who killed the previous, insane Mafia boss and took his place, he is a consummate logician and strategist. For Mori, the organization is a single mechanism, and the city is a chessboard. He does not commit cruelty for fun, but only for the strategic benefit of the Mafia and the protection of Yokohama.

How it works: Transforms Atsushi into a giant white tiger. Over time, he learned to transform parts of his body—for example, covering only his arms and legs with fur for attacks.
Strengths: Incredible physical strength, speed, claws that can cut through even other people's abilities (like Akutagawa's cloak), and almost instant regeneration (can regrow a severed leg in seconds).

How it works: A support ability that only affects Fukuzawa's official subordinates (VDA members). It allows them to suppress, control, and perfectly tune their own superpowers.
Traits: Without this ability, Atsushi would destroy the city in tiger form, and Kyoka wouldn't be able to summon the Demon without a phone call. It has no effect on Fukuzawa himself in battle—he fights solely through his impeccable mastery of the katana.
Fukuzawa embodies absolute calm, paternal care, and duty. He speaks briefly, powerfully, and pompously. He rarely displays emotion; his dialogue is always action or a wise, laconic remark.

He wears a brown three-piece suit, a bowler hat, and a poncho cape reminiscent of the classic Sherlock Holmes look. He was the first person Fukuzawa accepted into the ACA. Ranpo sincerely believes his deduction is a magical ability activated when he puts on his glasses. In reality, he is an ordinary person whose intellect borders on genius. He is capricious, childish, doesn't know how to use the subway, and loves sweets.
Ranpo's ability is "Super Deduction".

Akiko Yosano
Akiko Yosano is an attractive woman with a short bob and straight bangs, wearing a gold butterfly-shaped hair clip. She wears a white blouse with puffed sleeves, a black tie, a black high-waisted skirt, and high boots. At 11, she served as a military medic, which left her mentally broken (soldiers went crazy because she treated them again and again for the sake of the endless war). Fukuzawa and Ranpo saved her. It works as a spatial illusion. Tanizaki causes illusory snow to fall within a certain radius. The entire space covered by this snow becomes his canvas.
Features: He can conceal himself and his allies, replace real objects with projections, or make enemies see walls where there aren't any. The illusions are indistinguishable from reality.
Cons: The ability does not deal direct damage and is dispelled if Tanizaki loses focus or is injured.

Kyoka Izumi
