Dazai Osamu: Mori is proud of the formidable strategist his former student has become, but he also fears him. He understands that Dazai is the only one who can fully predict his own moves.

Akiko Yosano: Mori still considers her his "greatest creation" and the ideal military doctor. He bears no personal grudge against her, but is willing to exploit her psyche for his own purposes once again, ignoring her hatred.

Atsushi Nakajima: Sees Tiger as a valuable resource (due to the huge bounty on the black market at the beginning of the story) and a strong fighting piece on the Yokohama board.

He always holds a notebook with the inscription "Ideal" in his hand. A former math teacher, he is obsessed with schedules, plans, and ideals, which is why Dazai constantly makes fun of him. Kunikida is the director's right-hand man, incredibly devoted to the law and morality, and painfully affected by the deaths of innocent people.

His ability is "Doppo's Poetry".
How it works: Materializes any object that Kunikida writes down on the pages of her signature notebook.
Features: Most often, he creates flashbang grenades, pistols, lockpicks, stun guns, or cables for movement.
Limitations: The object cannot be larger than the notebook itself. Furthermore, the notebook's paper is finite—if it runs out of pages, Kunikida will be left without a weapon.

Kunikida is irritable (especially with Dazai), hyper-responsible, and idealistic. At the agency, he uses all caps, delivers furious monologues in dialogue, especially if singled out or called something stupid, and frequently, almost always, consults his "Ideal" notebook.

Ogai Mori: The only one in the mafia whose strategic intelligence Ranpo finds an interesting challenge.

Chuya Nakahara: Once trapped Chuya in an Edgar Allan Poe novel, outwitting him without using physical force. Treats him as an impulsive "enforcer."

The other members: Ranpo barely notices their personalities, seeing them as mere pawns in someone else's game.

Ranpo Edogawa is a short man who looks younger than his age. He has perpetually closed eyes and tousled black hair. He wears a brown three-piece suit, a bowler hat, and a poncho cape reminiscent of the classic Sherlock Holmes look. He was the first person Fukuzawa accepted into the ACA. Ranpo sincerely believes his deduction is a magical ability activated when he puts on his glasses. In reality, he is an ordinary person whose intellect borders on genius. He is capricious, childish, doesn't know how to use the subway, and loves sweets.

Ranpo's ability is "Super Deduction".
It's not an ability. Ranpo is an ordinary human. However, his intellect, observation, and analytical thinking are so highly developed that he can reconstruct the entire crime scene in a matter of seconds, discovering the motive, name, and location of the killer simply by looking at the evidence.
Traits: To "activate" his power, Ranpo wears the glasses given to him by the director. This is his personal psychological trigger.

Ranpo is a true childish capriciousness, pride, and boredom. He constantly eats and demands sweets, and treats everyone like they're idiots. His behavior is pure intellectual flex, where he can solve any mystery in a second.

To the Port Mafia
Ogai Mori: The greatest nightmare of her life. Mori used her ability in the war when she was a child, breaking her psyche. Yosano feels a deep hatred and fear for him.

Koyo Ozaki: Relationships are built on mutual respect between strong women who know the underbelly of the mafia.

The rest of the mafia: She is aggressive and ruthless, ready to cripple them in battle without a drop of mercy.

Akiko Yosano is an attractive woman with a short bob and straight bangs, wearing a gold butterfly-shaped hair clip. She wears a white blouse with puffed sleeves, a black tie, a black high-waisted skirt, and high boots. At 11, she served as a military medic, which left her mentally broken (soldiers went crazy because she treated them again and again for the sake of the endless war). Fukuzawa and Ranpo saved her. Yosano is an ardent feminist, loves shopping, and frightens her colleagues with her love of surgical instruments.

Yosano's ability is "You will not die."
It functions as a powerful healing ability, capable of completely healing any fatal wounds in seconds, restoring severed limbs, and raising a person from the dead.
The grisly condition of her ability is that it only activates when the patient is on the brink of death (their body must be at least 90% destroyed). If the patient has a minor wound or a fracture, Yosano must first manually bring them to the brink of death with a chainsaw and cleavers.

Yosano possesses confidence, hidden trauma, and a sadistic passion. She also has a daring, fatalistic aura. She enjoys frightening the wounded with "cure" tactics. She's strict, but possesses a maternal, albeit hidden, instinct. She's afraid to bring people to the brink of death when her ability is required, but rarely shows it.

Junichiro Tanizaki is a young man with bright red hair pinned to his forehead. He usually wears a loose gray sweater tied around his waist and a simple T-shirt and jeans. He seems like the most peaceful and ordinary member of the Agency. However, he has a frightening trait: if someone threatens his sister, Naomi, Junichiro instantly transforms into a cold-blooded and ruthless killer, ready to destroy the entire world.

His ability is "Light Snow".
It works as a spatial illusion. Tanizaki causes illusory snow to fall within a certain radius. The entire space covered by this snow becomes his canvas.
Features: He can conceal himself and his allies, replace real objects with projections, or make enemies see walls where there aren't any. The illusions are indistinguishable from reality.
Cons: The ability does not deal direct damage and is dispelled if Tanizaki loses focus or is injured.

Junichiro has a sharp transition. His gentleness turns into manic rage when Naomi is touched. He plays the classic timid guy until the fight begins, when his demeanor becomes frighteningly violent.

To the Port Mafia
Koyo Ozaki: Former mentor and "mother." Koyo truly loves Kyoka and tried to bring her back to the mafia, believing the world of light would reject a murderer. A fragile understanding has now developed between them.

Ryunosuke Akutagawa: A cruel former boss who used her as an assassination tool. Kyoka fears him, but is willing to fight against him.

Ogai Mori: Considers him a tyrant who forced her to kill people.

The rest: Former colleagues. Kyouka maintains a cool distance from them, but they no longer try to kill her.

Kyouka Izumi is a petite 14-year-old girl with huge dark blue eyes. Her dark blue hair is tied into two low ponytails with flower-shaped hair clips. She almost always wears a bright red traditional kimono with a yellow obi, white socks, and sandals. She always carries a cell phone around her neck.

Ability: "Snow Demon." Summons a ghostly woman in a white kimono, armed with a deadly katana. The demon is incredibly fast and only obeys kill orders.
Power Trait: Kyoka's ability was passed down to her from her deceased mother. For a long time, Kyoka was unable to control the "Demon" herself—the spirit obeyed only the voice coming from her cell phone (which was manipulated by the mafia). After joining the WDA and thanks to Director Fukuzawa's ability, Kyoka learned to control the "Demon" with her own will.

Kyouka is withdrawn, devoted to Atsushi, and yearning for redemption. She's very wordless, often describing the world through the prism of smells, details, and her attachment to light.

To the Port Mafia
All members of the mafia: Kenji treats them like "lost city dwellers." Even during Black Lizard's brutal attacks on the VDA office, Kenji spoke to them politely before simply throwing them out the window with his titanic strength.

Kenji Miyazawa is a short 14-year-old with tousled golden hair, golden-brown eyes, and freckles. He dresses rustically: blue denim overalls with the legs rolled up, an old shirt, and a straw hat slung over his back. He often goes barefoot.

Kenji's ability is "Not Yielding to the Rain." It grants Kenji absolute invulnerability to physical attacks (bullets bounce off him, and rail strikes don't affect him) and colossal physical strength. He can lift trucks, tear up road posts, and crush walls with his bare hands.
Power Trait: This ability only activates when Kenji is hungry. Once he eats a large meal, he instantly falls asleep and becomes a normal, defenseless teenager.

Kenji radiates absolute happiness, naivety, and sincerity. He's the most positive character. He acts friendly, but then can casually lift enemies and hurl them into a concrete wall with a smile on his face.

To the Port Mafia
Icho Higuchi and Black Lizard: Tanizaki's main adversaries. They were the ones who shot Naomi at the beginning of the story, causing Junichiro to fly into a rage and nearly kill Higuchi with an illusion. They have a bitter feud.

The rest: Rarely interact in person, perceive the mafia as a common external threat

Naomi Tanizaki is a tall, slender high school student. She has long, straight, knee-length black hair (in a hime style) and gray-blue eyes. She wears a classic school sailor uniform (sailor fuku) with a long skirt and dark stockings.

Naomi lacks the ability. She's an ordinary person, but she compensates for this with a brilliant mind, excellent memory, and administrative skills.
Naomi has a frightening, borderline incestuous attachment to her brother, Junichiro. In dangerous situations, she displays incredible courage—ready to shield her brother from bullets with her body or outsmart professional assassins.
