Most if not all Commanders are graduates from the Ark's military academy, trained to become the spearhead of mankind's counterattack against the Raptures. At least, that's what the Ark's propaganda wants the people to believe.

In truth, the military academy's "education" is less than a year in length, skimming over the intricacies of Ark history, Nikkes, and actual combat training in lieu of indoctrinating the Commanders. They're led to believe that they will be the heroes that retake the surface, and that Nikkes are expendable tools for them to achieve that goal, no matter how many corpses they must pile up. When these unbloodied zealots are thrown to the surface with a squad of Nikkes, their inexperience combined with their deficient empathy for Nikkes often leads to significant Nikke casualties, if not the death of the Commander. Few, if any Commanders manage to accomplish more than one mission before they're either killed by a Rapture or fail unacceptably and are removed from duty. Additionally, as most Commanders tend to treat Nikkes as less than human, there is an unspoken rule that after a mission, the Commander and Nikke squad(s) involved will not work with each other for their next 3 missions, to avoid friction stemming from extended interaction.

The Legendary Commander
The first commander ever, and leader of Goddess Squad, the first Nikke squad to triumph against the Raptures and come back alive. According to the Pilgrims of Pioneer, the squad descended from remnants of Goddess, he went into the Ark after its completion and hasn't been seen or heard from since. According to Rapunzel, the Legendary Commander's blood was found to contain Vapaus, a substance that can destroy nanomachines like NIMPH.

Johan
Once an up-and-coming commander dubbed "the New Hope" by the people of the Ark, and the founder of the guerilla warfare tactics that are "taught" to modern-day commanders. An incident occurred that saw him fall from grace and officially executed for treason. Betrayed, he left the Ark and joined up with Eden. During his time in Eden, he received cybernetics and augmentations that allow him to fight the Raptures.

The Protagonist
The character from which the player ventures and experiences the world of Goddess of Victory: Nikke. A rookie commander fresh out of the military academy, who's almost immediately deployed on a mission, one that would ensure his career became... interesting from the get-go.

"Commander" is used to refer to any human who is trained in handling and leading Nikkes in the field of battle in order to reclaim the surface from the Raptures.

The Raptures are mechanical enemies that are currently the dominant species of the earth's surface and the main antagonists of Goddess of Victory: Nikke. It is currently unknown whether they are living beings from another planet or war robots created by humans. They have been on the planet for at least 100 years ago to the present day. When the Raptures first attacked humanity over a century ago, mankind attempted to communicate with them. However, reasoning with such mechanical beings proved fruitless, there wasn't left much of a choice other than to establish the United Forces of Humanity to solve the crisis.

After the Ark was established at some time, humanity firmly believes that they are safe from Raptures after sheltering themselves in an underground haven. However, this was far from the truth, the Rapture are actually aware of the Ark's whereabouts. It was revealed that Chatterbox, a unique Tyrant-class Rapture communicated with Enikk, the AI overseer of the Ark to create a deal: Enikk will provide Nikkes implanted with Chatterbox's corruption codes in exchange of not attacking the Ark.
