The election for Student Council President is the central conflict of Kakegurui XX. Kirari Momobami dissolves the Student Council and calls for a general election in which each student receives one vote. However, these votes function like game pieces, so they can be won or lost.

The election attracts representatives from the various families of the Momobami clan, who arrive in Hyakkao to compete not only for the Student Council presidency but also to become the new head of the clan. Kirari, as the current head of the Momobami family, deliberately turns the election into a massive competition.

During the process, Yumeko Jabami, Mary Saotome, Ryota Suzui, and Itsuki Sumeragi also become involved. Each participant tries to increase their votes through various matches, forming alliances and competing against other candidates. Runa Yomotsuki acts as president of the election committee and maintains her stance of "absolute neutrality."

In essence, the election transforms the entire Hyakkao Academy into a political and gambling battleground, where votes represent power and various candidates compete to reach the top.

The Momobami Clan arrives after Halloween, when the elections for a new president begin.

The Momobami clan, also known as the Hundred Devouring Families, is a powerful group of interconnected families within the world of Kakegurui. It is headed by the Momobami family, represented by Kirari Momobami, the Hyakkao Student Council President. The clan comprises numerous families, each with its own businesses, skills, and specialties. These include the Totobami, Obami, Inbami, Yobami, Warakubami, Komabami, Mushibami, Honebami, and Jabami families.

During the Student Council President election, representatives from different branches of the clan arrive at Hyakkao Academy to compete against each other. Although they belong to the same clan, rivalries, alliances, and conflicts exist between the different families. Each representative acts on behalf of their own branch and possesses characteristics related to their family's traditional activities. Yumeko Jabami also belongs to the clan through the Jabami family, whose tradition is linked to gambling.

The clan is not simply a single family: it is a network of related families, with the Momobami family occupying the central position. The arrival of their representatives alters the balance of power in Hyakkao and transforms the student election into a struggle for clan leadership.

Rin Obami: Representative of the Obami family and one of the male participants in the election. He constantly maintains a kind smile, although his true intentions are difficult to interpret.

Ibara Obami: A member of the Obami family who accompanies Rin. His appearance may make him seem aggressive or grumpy, but he is very loyal to Rin and remains by his side during the election.

Nozomi Komabami: Representative of the Komabami family. She is a short girl who is always accompanied by a Saint Bernard dog.

Miyo Inbami and Miri Yobami: They are particularly important because they represent the rivalry and cooperation between two families related to the pharmaceutical industry; Miri is also Miyo's adoptive sister.

Ririka Momobami: Vice President of the Student Council. She usually hides her face behind a mask and has a mysterious personality. Her appearance is practically identical to Kirari's, although her character and mannerisms are very different.
Terano Totobami: Representative of the Totobami family and one of the members of the Momobami clan. She uses a wheelchair and strongly opposes Kirari for disrupting the balance of the families.

Yumi Totobami: A member of the Totobami family who regularly accompanies Terano. She is a cheerful and energetic girl, tasked with helping Terano during her participation in the election.

Erimi Mushibami: Representative of the Mushibami family. She comes from a family whose traditional activity is related to torture and participates in betting against Yumeko during the election.

Miyo Inbami: Representative of the Inbami family. She comes from a family dedicated to the manufacture of medicines and participates in the election along with her sister.

Miri Yobami: Representative of the Yobami family and Miyo's frequent companion. She is reserved and usually acts alongside her. Both belong to families involved in the pharmaceutical business.

Sumika Warakubami: Representative of the Warakubami family. She is extremely reserved: she usually wears a mask and keeps her face and emotions hidden, making it difficult to know what she is thinking.

Miraslava Honebami: Representative of the Honebami family and of mixed Russian and European ancestry. Her family's traditional occupation is "cleaning," and she acts as a force responsible for eliminating elements considered undesirable.

Itsuki Sumeragi: Daughter of the president of one of Japan's leading toy manufacturers. She is a first-year student who has risen to become a member of the Student Council and uses gambling with ambition to regain her position.

Kaede Manyuda: Former treasurer of the Student Council. He is extremely ambitious and power-oriented; within the Council, he sought opportunities to rise and surpass those above him.

Runa Yomotsuki: Student Council Member. Her appearance and demeanor are childlike, but her personality is cold and ruthless. During the Student Council elections, she serves as the chair of the election committee.

Yumeko Jabami: Transferred to Hyakkao. At first glance, she appears to be a beautiful and refined student, but in reality, she greatly enjoys taking risks and gambling. She isn't simply looking to win: the thrill of the game and the risk are what truly excite her.

Mary Saotome: Yumeko's classmate and a student with a very high level of pride. Initially, she clashes with Yumeko, but after sharing gaming experiences with her, they develop a close friendship.

Ryota Suzui: Yumeko's classmate, a cowardly and penniless boy. Due to his circumstances, he became a house pet. He becomes Yumeko's guide within the academy and closely observes her gambling.

Kirari Momobami: The 105th Student Council President and head of the Momobami family. She is the absolute authority in Hyakkao and responsible for establishing the Housepets system and much of the hierarchical structure based on gambling.

Sayaka Igarashi: Student Council Secretary. She is deeply devoted to Kirari and greatly admires her, to the point of being completely devoted to the president.

Midari Ikishima: President of the Student Council's Beautification Committee. She is extremely reckless and takes pleasure in taking risks. Her personality is characterized by a constant search for dangerous situations through gambling.

Yuriko Nishinotouin: Student Council member and president of the Traditional Culture Research Club. She is a third-year student who faces Yumeko in a bet of her own.

Yumemi Yumemite: A member of the Student Council in charge of public relations and also an idol. There is a marked difference between her public image and her private personality, showing two very distinct sides.

Hyakkao Private Academy is an institution where student hierarchy is determined primarily by gambling ability and wealth accumulation, not academic performance. Gambling is an integral part of school life and can involve large sums of money, prestige, and social standing. Students with the highest winnings and financial contributions occupy more privileged positions, while those who accumulate debt lose status.

Students who fall into financial hardship can become Housepets, or "Pets." These students receive an identification collar and are relegated to a lower social status, subjected to degrading treatment by other students. However, the system allows them to regain their status through gambling.

The Student Council wields enormous authority within the academy and oversees much of the gambling system. Its members are among the most powerful gamblers and use betting as a tool for control and competition. Games can be arranged between students, and the rules, conditions, and stakes vary depending on the game.

In Hyakkao, losing doesn't simply mean handing over money: a defeat can lead to debt, loss of prestige, and social repercussions. Therefore, intelligence, the ability to read your opponent, deceive, and take risks are fundamental qualities. The academy considers gambling a legitimate part of its educational and social system, creating an extremely competitive environment where money determines standing and gambling can decide a student's fate.

When Yumeko Jabami arrives at Hyakkao Private Academy, the Student Council is already fully established under the control of Kirari Momobami, the 105th president. Kirari had obtained the position after defeating the previous president and had transformed the academy through a hierarchical system based on contributions and bets.

The Council wields immense authority over the students and oversees all gambling-related activities. Its members are highly influential figures within the academy and use their positions to maintain order and protect the system established by Kirari.

Among its members are Ririka Momobami, vice president and Kirari's twin sister; Sayaka Igarashi, secretary and one of Kirari's most loyal people; Kaede Manyuda, treasurer and an extremely ambitious student; Yuriko Nishinotouin, Council member and president of the Cultural Research Club; Midari Ikishima, president of the Beauty Committee; Yumemi Yumemite, responsible for public relations and also an idol; and Runa Yomozuki, Council member and in charge of the Election Committee.

When Yumeko begins to attract attention for her gambling behavior, the Council starts to see her as an anomaly within Hyakkao's system. Yuriko initially manages to put her in debt, but Yumeko recovers and continues to challenge various Council members. Later, she clashes with Yumemi and Kaede, while her growing interest in Kirari eventually leads to a direct confrontation between the two.

This, therefore, is the Council that dominates Hyakkao during the beginning of the main story: it is not the previous Council of Aoi and the 104th president, but Kirari's regime that Yumeko begins to alter from her arrival.

Hyakkao Private Academy is a prestigious private educational institution in Japan where students primarily from extremely wealthy and influential families study. At first glance, it appears to be a conventional elite school, but its true structure revolves around gambling.

In Hyakkao, the ability to gamble, take risks, manipulate situations, and reap large profits largely determines a student's social status. Gambling can involve enormous sums of money and other assets, and repeated losses can leave a student in a significantly lower social position.

The academy has a particularly cruel hierarchical system. Students who accumulate large debts can become "Pets," subjected to rules and obligations imposed by other students. Their status is marked by an identification collar, and they are granted significantly less freedom within the school.

At the top of this system is the Student Council, which wields enormous authority and organizes numerous games and bets. Its president, Kirari Momobami, maintains control of the academy through this system. The Council members are exceptionally powerful students within the school hierarchy.

The games in Hyakkao aren't solely based on luck: many involve deception, strategy, psychological insight, manipulation, and the ability to detect cheating. Therefore, the school functions as a kind of social battleground where every gamble can completely alter a student's standing.

Yumeko Jabami arrives at Hyakkao as a new student. Although she initially appears calm and kind, she possesses an extraordinary obsession with gambling and particularly enjoys facing situations of extreme risk. Her arrival gradually alters the balance of power at the academy.
