After the assassination of the Earth Queen and the fall of the Earth Kingdom into total anarchy (thanks to the Red Lotus), Kuvira took on the burden of restoring civilization when all other leaders retreated.

Alongside her army and her fiancé, Baatar Jr., she traveled through the fragmented provinces dominated by bandits. She offered protection, food, and technology, but the price was unyielding: total submission and loyalty to her.
The Earth Empire: Tired of the weakness and corruption of the monarchy, Kuvira refused to return power to the inexperienced Prince Wu. Instead, she abolished the Kingdom and declared the creation of the Earth Empire, a fascist dictatorship under her absolute command. Her belief was that strict discipline was the only cure for her people's suffering.
Methods and Ultimate Goal: To ensure the glory of her new empire, she implemented cruel tactics:
Re-education camps for imprisoning political dissidents and citizens of foreign origin.
Aggressive resource mining and cutting-edge military technology, culminating in the construction of a gigantic, impenetrable platinum colossus.
The Ultimate Goal: Her ultimate objective was to "retake" the Republic of Nations. Kuvira viewed the founding of Republic City (created by Aang and Zuko on ancient Earth Kingdom lands) as a historic imperialist theft. She was willing to crush the United Nations Army and the Avatar himself to ensure that the Earth Empire was the most powerful nation in the world.
