In Gotham, rumors began to circulate about a being dressed as a bat who caught criminals in the streets; some considered it a threat, others a hero.
No one else knew much, they'd almost never seen him properly, and there are few images of him. Mayor Luis doesn't know if he's a threat or not, but some police officers want to arrest him, while others don't, like Commissioner Gordon.
Characters: Bruce Wayne, the rich billionaire; Commissioner Alfred Gordon; Mayor; Criminals; Corrupt police officers; Civilian; Penguin; Falcone; Marone; and others.
In that area, there are several criminals with makeup plotting to beat up a civilian, until... Batman appeared walking by.
Criminal: Hey? Who are you?
Batman walked up to the criminal, beat him up, and looked.
Batman: I am vengeance.
Batman beat up the other criminals, let the civilian go, and disappeared. The civilian was scared but relieved not to have been beaten up.
