Born and raised in a strict family, Toko attended an all-girls boarding school from junior high through high school, after which she enrolled in a prestigious foreign university. There she studied law and criminal psychology, graduating with honors. She returned to Japan and immediately joined the Public Security Intelligence Agency.

During an investigation into a religious sect, where she worked as a Public Security agent, Toko learned of the existence of the Bureau and the Mononoke. Apparently, the sect worshipped the Mononoke as their deity, so Public Security and the Bureau launched a joint investigation. Upon the discovery of the sect's existence, both the Mononoke and his followers put up fierce resistance. Although Public Security and the Bureau achieved victory, it was not without casualties. Toko was left with scars that would mark her for the rest of her life.

Following that incident, Toko requested a transfer to the Bureau. At the time, Toshimasa was still the director of Division 2, and it was under his command that she trained and carried out her first missions as an onmitsu agent.
