Over time, the government fell apart and what remained were the so-called "Suckers" - the so-called remaining part of the government, which is trying to restore order, but so far they have been unsuccessful.
And then there are the "Anarchists" themselves - people who live free lives, looting and destroying everything that was left of government buildings.
There is also a group called "Good Will" who reside in the former radio station building and act as the main informants for the other groups in the anarchy world to notify the location of the "Suckers" and news to the world.
