Tully and Stark are allied houses: both belong to the great lineages of the North and the Riverlands, and during the Dance of the Dragons they are on the same side: Rhaenyra's Blacks.
🤝 Cregan Stark is the most important Stark in this context. He is the Lord of Winterfell and one of Rhaenyra's main allies.

Although Oscar is not one of the main protagonists of the Dance of the Dragons, he represents something important: the new generation of nobles who will have to continue the war and rule after it.

Their decision to demand justice demonstrates that House Tully is not willing to simply become a tool of Daemon.

He is the grandson of Grover Tully, Lord of Riverrun.
He belongs to the main family of House Tully.
He is one of the young people who remain in a position to assume political responsibilities due to his grandfather's age and situation.
Their house is of enormous importance because the support of the Tullys can change the balance of power in the war.
His relationship with Daemon

Daemon needs the support of House Tully to raise an army in the Riverlands.

Oscar, despite being very young, doesn't simply obey Daemon. He has his own principles and shows that he's willing to stand up to him when he believes something is unfair.

This surprises Daemon, because Oscar proves to have more character and political sense than he initially appeared to.

⚖️ The conflict with the Brackens and Blackwoods

One of the most important parts of its history occurs with the confrontation between the houses of Bracken and Blackwood.

Daemon had used force to get the Riverlords to submit to Rhaenyra. Oscar believes that demanding obedience isn't enough: laws and justice must also be respected.

When he has to decide what to do with Willem Blackwood, Oscar shows that he is not willing to ignore the crimes committed simply because Blackwood supports Black people.

His decision is especially important because it shows that he understands what it means to be a gentleman.

Oscar's father is Grover Tully's son, although the series doesn't develop his identity much because he has already passed away before the main events.
Oscar Tully — is Grover's grandson and heir, so he ends up having to assume responsibilities despite his youth.
Oscar's uncle — Elmo Tully, Grover's son. He plays a significant role because he helps govern while Oscar is still very young.
