Mayor
Appearance He is short and old with a fringe of white hair around a bald scalp, a thick mustache, and a scatterbrained-sounding voice. He wears a monocle and a small, black top hat that floats just above his head. He also wears a violet blazer-coat, white turtleneck undershirt, a blue sash which has written 'Mayor' on the front, yellow vest, orange striped trousers, a red bow tie, with black and white boots. He also has white chest hair underneath his primary outfit. While fighting against Fuzzy Lumpkins in a wrestling match, he was seen in his wrestling attire and his chest hair is exposed while wearing the outfit.

Personality
In "Tough Love," and many other episodes, it is shown that he is very fond of pickles, and his little hat. He also seems to be fond of bananas. He is almost completely stupid, and without the Powerpuff Girls or Ms. Bellum to guide him, Townsville would have been destroyed long ago. The Mayor is married to a woman who looks very much like him, although apparently their marriage is a rather lame one and he rarely mentions her. He appears to dislike his wife pretty much.
In the episode "Powerpuff Bluff," he is willing to trade his wife in exchange for a "priceless, very rare, one-of-a-kind" porcelain poodle. He is rather shown to have a deep attraction to his attractive deputy, Miss Bellum, and shows to get greatly aroused when she is around him and shows great depression when she is supposedly kidnapped in Something's a Ms.
He has more than one telephone, in fact, has many, several telephones. In Geshundfight, he had lots of telephones because he heard all his Congressmen telling him that they will have to be absent for a supposed meeting in the Conference Hall because they were sick. Also, in Down 'n' Dirty, he had lots of complaints that he must do something about an awful smell, later revealed to actually be Buttercup's filthy body, and he said, "Do you think I'm blind?" to the people when they kept telling him to smell it
Ganggreen gang
Biography
As shown in The Powerpuff Girls Movie, the Gangreen Gang are the first villains the girls ever encountered. Later, they are also the first villains (aside from Mojo Jojo) the girls are shown fighting after they are welcomed as superheroes. This is when the gang is robbing an old lady who was shopping and eating her groceries. They are then put in jail with Mojo Jojo and Fuzzy Lumpkins.
In "Telephonies", the Gangreen Gang make prank calls to the Powerpuff Girls to falsely report Mojo Jojo, Fuzzy Lumpkins, and HIM, leading these villains to wrongly recieve the girls' discipline when they were simply doing everyday activities. The villains later beat up the Gangreen Gang at the Mayor's office.
See Me, Feel Me, Gnomey
The Gangreen Gang appeared in the rock musical episode "See Me, Feel Me, Gnomey", where (along with other villains) they are causing chaos and terrorizing people in Townsville. The Powerpuff Girls arrive to try to defeat them. The Gnome eliminates all the villains, but he later loses his power, releasing the Gangreen Gang and all the other villains. Only Ace sings a solo line in the musical.
Big Billy is later seen along with all the other villains singing "Why Can't We All Get Along?" giving the message that they can have redeeming features, including in their villainy.
Lil' Arturo
Appearance Arturo has raven hair that is combed sideways (traditionally covering over his left eye). He has a round, prominent chin forming an underbite, revealing a set of rounded teeth. He is very short in stature, not far from the height of the Pokey Oaks Kindergarten students. He also has a flat, triangular dark green nose.
His wardrobe consists of a maroon tee-shirt over a white long-sleeved shirt, black pants, and black, pointy thigh-high boots.
Personality As a member of the Gangreen Gang, Lil' Arturo always enjoys tagging along with the gang's schemes. Arturo notably takes pride in his appearance (specifically his hair) and prefers to look rather sharp. He loves his switchblade-styled comb, which he refers to as his daughter "Maria Conchita Teresa Rosalita" (or simply "Maria" for short).
is a malevolent Mexican dwarf with straight hair swept forward over one eye, who looks as if he jumped out of a Picasso painting. He appears to be a reference to the 1970 George Akiyama manga, "Zeni Geba", and he sounds very much like Senor Wences. He has a rather prominent underbite.
Lil' Arturo seems to take the most amusement from the gang's activities. Lil' Arturo carries around a switchblade-style comb he refers to as "Maria Conchita Teresa Rosalita". His full name is Arturo de la Guerra. ('De la Guerra' is Spanish for "of War." This could imply that, since 'Arturo' is close to the word "Art" and its Spanish equivalent "Arte", his name could be a reference to Sun Tzu's The Art of War.)
big Billy
Personality
Big Billy is not very bright, and often has to take direction from Ace to stay on task. He appears to be unaware that what he is doing is wrong, and may not actually have harmful intentions. He usually refers to himself in the third person.
Big Billy can be quite friendly and cheerful when he is not engaging in crimes with the rest of the gang. In Slave the Day, he decided to abandon villainy and work with the Powerpuff Girls after they saved his life, but he caused more harm than good. He went back to the Gang after Blossom yelled at him for unintentionally stifling their attempts at thwarting crime, but this did not stop him from saving the Girls later when they were trapped on the train tracks, as he could not in good conscience allow the Girls to be crushed by the same train they saved him from.
Appearance
Big Billy has a round body shape, large elliptic arms, and short legs. His face is round, and has freckles and a dark green nose; a single stray tooth hangs under his lip. He has red-orange hair and a single blue eye under his bangs (as revealed in "Schoolhouse Rocked"). Big Billy wears a green t-shirt with two yellow lines on each sleeve; blue jeans; a black belt; and white striped shoes
Relationships
Ace Big Billy likes Ace and will do whatever he wants, but sometimes Ace can get a little abusive towards Billy and push it far enough for him to lose his temper. That is when Big Billy gets mean.
The Powerpuff Girls Big Billy actually likes The Powerpuff Girls, but he still is mean to them because Ace tells him to and he is too stupid to say no. The Powerpuff Girls do not harm Big Billy as much except when he admits he knows he has done wrong. He was indebted to the girls after they saved him in Slave the Day, but he left them when Blossom told him off for destroying the city in his attempt to defeat a monster. He still saved them after they were tied up on train tracks.
Grubber
the Gang's most physically grotesque member, with untidy hair, an enormous chin, ragged clothes, a long tongue hanging out, and protruding eyes, resembling an Ed, "Big Daddy", Roth cartoon. Grubber is of British descent. He appears to be mostly mute, instead communicating by blowing raspberries. However, he can occasionally demonstrate unexpected talents, such as playing the violin, speaking eloquently, or performing impersonations (at first, he performed them so poorly it was a wonder how he fooled anyone, but later he became able to do them perfectly).
Appearance
He has black messy hair, a reddish-brown (later changed to purple) shirt, brown pants, a pink tongue always sticking out of his mouth, crooked teeth, bulgy eyes, a rope around his waist and green skin like his fellow gang members. In the The Powerpuff Girls (2016 TV series), Grubber's tounge is blue.
Personality
Grubber is more outwardly chaotic than the rest of the Gangreen Gang. However, his talent in imitating the voices of others shows his eloquence. Nonetheless, Grubber maintains his front as a silent and unpredictable figure who gladly takes part in all of the Gang's schemes.
Snake
Age: Teen (exact age not specified)
Appearance
Snake has a long, skinny body with a curve in his back and slanted pink eyes. Over his long, messy black hair he wears a brown Kangol hat that is always worn backwards. He also wears a white tank top with black and yellow stripes, matching sweatbands, orange shorts, and black hi-top sneakers.
Personality
Snake is a snively, menacing, sycophantic delinquent. He is very good at pulling tricks and getting away with them. Snake also likes to steal things and will steal anything he can get his hands on. Overall, he is very mischievous and sneaky and you can always guarantee that he is up to something evil, though when he is, it is not too difficult to stop him. This is because Snake is not the sharpest knife in the drawer as he will constantly say something stupid or wrong which will result in him getting punched in the face by Ace. He seems to only do things to please his friends rather than at his own will. His ability to slither around was noted in the episode Slave the Day when he slithered to the top of the railroad platform.
Ace
He sports a long, straight, greasy, slick-back hairdo, a scraggly mustache, an orange and cobalt-blue vest-jacket, a white shirt with long purple sleeves and neck collar, beige-yellow high-waist pants tattered at the ankles, black high-heel, Winklepicker shoes, and a pair of black pointed shades. He has long canine fangs, which make him look somewhat like a vampire. When he speaks, he sounds like the typical juvenile delinquent, mean and disrespectful. He has a nasally Italian New Yorker accent. Ace is of Italian descent.
As the Gang's smartest member, Ace is the instigator of most of their antisocial activities, and he does possess a certain charismatic charm that allows him to sweet-talk people who ought to know better, such as Ms. Keane and even Buttercup in the episode "Buttercrush".

Appearance He is 17 years old and is considered to be the oldest of the gang, Ace's height is 6'1" tall and he has a long, pointy chin. He sports a long, straight, greasy, slick-black hairdo, a blue and orange vest-jacket, a white shirt with a purple neck collar and sleeves, beige-yellow high-waist pants tattered at the ankles, pointed black high-heel shoes, a pair of pointed black shades, a thin mustache, and even fangs.
HIM
Appearance HIM has a very androgynous appearance. He has large lobster-like claws, pointed ears, black widow's peak hair, lime green eyes, a hooked nose, and a long, curled goatee. He has three long eyelashes on each eyelid, rosy pink cheeks, and black lips, very often in a wide smile. A lady's red jacket and skirt with pink tulle at the collar and hemline, a black leather belt with a bronze buckle, and black, thigh-high, spike-heeled boots complete his look, HIM has been shown in numerous satanic forms as well, most of which are often revealed in apocalyptic, hellish situations or realms. These forms often enhance HIM's power and cause him to grow to an enormous size. When engaged in battle, HIM is an entity to be reckoned with; one example of his true form was witnessed in Speed Demon when he became a giant muscular red-skinned demon with yellowish-green glowing eyes, pointed ears, and sharp, jagged teeth. HIM's torso was bare, revealing a toned chest and well-defined abdominal muscles. His lobster-like claws became enormous and turned shining black. He sported black thighs, high spiked boots with a scale pattern, and a pink garment made of fur with his voice also losing its original effeminate falsetto and being replaced with a full demonic, masculine growl.
Personality HIM is shown to be an extremely dark soul. He is bitter, evil, ruthless, mysterious, diabolical, domineering, and possesses seemingly no motive other than the personal sadistic pleasure of the suffering of others. He treats everyone as a plaything, an easily replaceable toy that can be controlled and broken to his heart's content. It is shown that HIM could destroy the world quite easily if he wanted to, though his insistence on playing mind games with the girls to make things entertaining for himself is always his downfall as he has a bad habit of underestimating the girls' willpower and overall resourcefulness as a unit. This is likely due to his inability to comprehend their sisterly bond
mojo jojo
Appearance
Mojo Jojo is a chimpanzee whose body mutated after an accidental explosion involving Chemical X in Professor Utonium's lab.
Enlarged Brain & Glass Dome: His signature feature is an oversized, glowing green brain that bulges far past his skull. To protect it, he wears a tall, striped metallic helmet with a glass window showing off his massive brain.
Skin & Facial Features: He has bright lime-green skin, black fur on his arms and legs, a sharp jawline, and yellowish eyes with small, intense pupils.

A flowing purple cape attached with a dramatic collar.
A blue tunic with a wide white belt.
White gloves with pointed cuffs and white boots.
Personality Mojo Jojo is a classic criminal mastermind who combines extreme intelligence with a surprisingly low tolerance for minor inconveniences. Extremely Repetitive & Redundant Speech His defining trait is his voice and speech pattern. He speaks in long-winded, overly detailed monologues where he says the exact same thing multiple times using slightly different phrasing: "I am Mojo Jojo! You must obey me, for I am the one who is ruling over you, because it is I, Mojo Jojo, who has taken control!" megalomaniacal & Arrogant
He firmly believes he is superior to all other living beings—especially humans—and is convinced that taking over Townsville (and the world) is his rightful destiny. Highly Intelligent Super-Inventor Despite his quirks, Mojo is a legitimate genius. He builds giant death rays, mech suits, and complex sci-fi gadgets out of scrap metal in his Observatory lair on top of the Townsville volcano. Easily Frustrated & Petty
When his master plans fail—or when simple household chores don't go his way—he loses his composure instantly. His grand villain persona drops, resulting in hilarious temper tantrums and screaming fits
Professor utonium’s Personality
Personality
Being a man with only good intentions at heart, Professor Utonium is a very affectionate and supportive father, whose pep talks often bring the girls around when they are discouraged. While he is sometimes portrayed as rather skittish, he can be reasonably strict with the girls when he needs to be, particularly when he needs to enforce their bedtime, or when infighting within the group grows too hostile. Utonium also has a tendency to be very overprotective of the girls, enough to the point he forgets they have superpowers to defend themselves. His drive to spend more time with the girls at one point prompted him to craft his own supersuit, allowing him to join them on their heroics within Townsville. Despite the initial success of the new group dynamics, the Professor's antiquated social skills and tendency to dote on the girls too hard eventually grew too great for them to handle, leading them to plot alongside Mojo Jojo to overwhelm their father into retirement from superheroics.
Professor Utonium’s voice is calm, thoughtful, and reassuring—exactly the kind of warm, steady tone one might expect from an idealized father figure straight out of a 1950s family television show. His delivery is gentle and articulate, shaped by a blend of scientific precision and old-fashioned moral earnestness. Whether he is explaining a complex invention, comforting one of the girls, or musing aloud in his lab, his voice carries an unmistakable sincerity that reflects his kind and optimistic nature. There is a slightly nostalgic quality to his speech, echoing the wholesome cadence of shows like Leave It to Beaver or Father Knows Best, where the father always had the right advice—even if, in Professor Utonium’s case, his judgment is sometimes clouded by idealism.
Professor utounion’s appearance

Appearance Professor Utonium’s appearance is defined by clean, geometric lines and a deliberately “square” aesthetic that mirrors his orderly, scientific personality. His face is a nearly perfect rectangle, with a pronounced jawline and a confident, well-composed expression that rarely wavers from calm professionalism. While the series normally depicts him with simple black-dot eyes like most characters, he does briefly appear with distinctly blue irises in one scene from "Mr. Mojo's Rising", green irises when infected by the Amoeba Virus in “Gashundfight”, and most infamously, red iris when filled with intense rage in “Tough Love” (though it’s most likely a side-effect while under Him’s influence).
He is almost always dressed in a crisp white lab coat—his signature look—complete with a pen or two tucked neatly into the breast pocket, suggesting constant readiness for scientific note-taking. Beneath the coat, he wears a classic white shirt and black tie, reinforcing his old-fashioned, slightly retro charm. His tall, narrow frame is accentuated by straight black pants and angular shoes, giving him a silhouette that is unmistakably formal and slightly exaggerated, in true Powerpuff Girls style. In some early episodes, such as “Insect Inside,” Professor Utonium is occasionally shown with a tobacco pipe, hinting at a vintage scientist archetype, though this detail was later phased out as the series refined his design. buttercup

Appearance and Personality Buttercup has short black hair in a flip with a small triangular part on her forehead. She has lime green eyes and dresses in a lime green dress that has a black stripe in the middle of it. Buttercup also wears white tights and black Mary Jane shoes with her dress. Her special ingredient is spice and her signature color is light green. In the episode The City of Clipsville, there is a brief scene where the Girls come across a makeup kit, triggering this memory. Along with this, the Girls imagine a scenario in which they are teenagers and have given up their crime fighting habits, causing the city to be full of chaos, as well as a new look. Unlike her younger counterpart, Buttercup’s hair is clearly longer, and styled in a shoulder length lob with a flip at the ends. She is also shown with eyelashes, bright red lipstick, and a curvier figure. She wears a green crop top with a red number “7” on it, high waisted dark green flared pants with a lighter green bow on the waistline, and dark green shoes. The "teenage" Powerpuff Girls also appear to have flat feet, which their 5-year-old counterparts don't have. Referred to in the ending theme as "the toughest fighter," she is the group's tough member and is easily enraged. Sometimes this, and her aggression, get the better of her, making her a little reckless and stubborn (but she overcame it in "Makes Zen to Me"). However, as displayed in Bubblevicious, she has enough control so as to not go overboard on innocent civilians like Bubbles did, no matter how trivial the offense. She also showed a greedy side in Moral Decay, to which she knocked out teeth for the sole purpose of obtaining money. She has shown these sides, and a softer side in several episodes. For example, in the episode "Cover Up," she had a soft green blanket that she was obsessed with that she would hug that gave her the confidence to be a better fighter, and she is quite protective over her sisters.
bubbles
Age: 6
Appearance and Personality
Bubbles is portrayed as having blonde hair in two pigtails and a neat, curved fashion and sky blue eyes. Her dresses are sky blue with a black-centered stripe and she wears white tights and black Mary Janes. The outro refers to her as "the joy and laughter," meaning that she is defined as very sweet in personality.
Bubbles does have a tendency to be overemotional, despite having a habit to be ditzy, naive and sensitive, leading to her sometimes being regarded as the group's weakest link, by friends and foes alike. She can be quite prone to tears. However, she can become very independent and aggressive, let alone extremely mad when tempted, as seen in Bubblevicious. Out of all the Powerpuff Girls, she is the most feared by Mojo Jojo after having single-handedly taken him down in a fit of rage in the aforementioned episode. At one point, Bubbles gets severely hit on her head and dresses up as Mojo to fight her sisters. After the girls were created in The Powerpuff Girls Movie, Professor Utonium named her Bubbles for her cute, bubbly, and joyful attitude (which she revealed by giggling when he named Blossom). Her best friend is Octi, a stuffed octopus given to her by the Professor. Her special ingredient is sugar and her signature color is light blue. She was also told in an interview from The Powerpuff Girls Movie that she was not afraid to show her emotions. She is also generally shown to be very caring of her sisters and the Professor as well as others.
Blossom
Age: 5
Appearance and Personality Blossom has long, fiery red-orange, waist-length hair with a triangular part and bangs and pink eyes. She wears a pink dress that has a black stripe in the middle with white tights and black Mary Janes. She has a red bow on the top of her head and a heart-shaped hair-clip that can be seen from behind.
As the smartest member and self-proclaimed leader of the Powerpuff Girls she is often seen as the most mature, level-headed and composed member of the group. She can also be fussy, overbearing, vain and overly analytical at times. She tends to protect Bubbles and Buttercup, and often tries to play peacemaker between the two if -they fight, but ironically, she is quick to argue with Buttercup who acts on impulse as opposed to her analytical nature. She is naturally caring to mainly her sisters, but also the Professor and others. In the episode The City of Clipsville, there is a brief scene where the Girls come across a makeup kit, triggering this memory. Along with this, the Girls imagine a scenario in which they are teenagers and have given up their crime fighting habits, causing the city to be full of chaos, as well as a new look, a darker side to Blossom is shown when she resorts to stealing the Pro-Excellence 2000 Golf Clubs for the Professor, who later says it's his fault for putting too much value in a material item instead of the love for the Girls. For this, her first and fortunately only offense, Blossom was sentenced to 200 hour community service, community service, which was a harsh reminder to her and to all that crime doesn't pay. This was not the last time she has justified bad behavior with logistical reasoning, such as when Professor Utonium stole toys while sleep-walking and said it was okay because he wasn't doing it consciously, or when she'd keep breaking Mojo out of jail under the premise of them getting rewarded and ultimately putting Mojo back in jail.
