Tokyo Swastika, also known as Toswa, is a biker gang from Shibuya led by Manjiro Sano. It was known for its noble ideals and beliefs, which contributed to its goal of ushering in a new golden age for criminals in the Kanto region. However, this image crumbled as its ranks steadily degenerated and transformed into a criminal organization that today takes the lives of innocent civilians. Throughout its existence, Tokyo Swastika has battled several gangs and declared victory over them, leading to rapid growth in its membership. Tokyo Swastika was founded on June 19, 2003, two weeks after Manjiro Sano single-handedly dealt with childhood friend Kazutora Hanemiya and his accomplices. Mikey defeated them while trying to protect Kazutora from trouble, but his victory soon opened the door for Kazutora's friends to strike back, with the 9th Generation Black Dragon at their side. A week after learning of the 9th Generation's alliance, Mikey gathered Kazutora, Ken Ryuguji, Takashi Mitsuyu, Keisuke Baji, and Haruki Hayashida at Musashi Temple to convince Kazutora not to fight the Black Dragon alone. Mikey planned to fight them, prompting Baji to form his own gang. With Mikey as leader, Draken as vice-leader, and the others commanding the gang's forces, the Tokyo Swastika was formed.

The Tenjiku (or Yokohama Tenjiku) was Kanagawa's largest criminal gang, based in Yokohama. It was founded and led by Izana Kurokawa with the help of Tetta Kisaki and the S-62 Generation to exact revenge on Manjiro Sano and take over the Tokyo Swastika. After a battle that resulted in Izana's death and the arrest of S-62, the Tenjiku announced its defeat and disbandment. Its leader, Izana, is its supreme authority and supporter.
The Four Heavenly Kings are the four most powerful fighters in the Heavenly Realm. It's unclear whether they serve the same functions as Toswa's squad captains, but it's implied, as all Four Heavenly Kings appear with their respective squads, and one of them (Ran Haitani) even has a second-in-command (his brother, Rindo Haitani).
Leaders—theoretically, any member of the upper echelon is considered a leader. However, in the Celestial Empire, there is one person who is exclusively referred to as a leader: Yasuhiro Muto.
Chief of the General Staff – this position is held by Tetta Kisaki, who joined the Celestial Empire shortly after being expelled from Toswa. It's unclear what this position's functions are or where it sits in the Celestial Empire's hierarchy, but it clearly carries considerable power and allows Kisaki to issue orders to any member of the Celestial Empire, excluding the executives. It's heavily implied that this position was created specifically for Kisaki after he became an ally of Izana Kurokawa.

The Black Dragon is a Tokyo motorcycle gang that has dominated Japan for generations. Following the defeat of the 10th Generation in the battle against Tokyo Swastika, the Black Dragon became a subdivision of Toswa within the First Division. Founded by Shinichiro Sano in his youth, it was the leading criminal organization in the Kanto region for generations. The Black Dragon continued to thrive, upholding the ideals of the First Generation, until Izana Kurokawa, the leader of the Eighth Generation, abandoned them and corrupted the gang. Shion Madarame inherited Izana's will, as well as the mission to eliminate Manjiro Sano. He was completely defeated, and the Black Dragon fell into ruin. In an attempt to revive the gang, Seishu Inui sought to become the leader of the Tenth Generation and recruit Taiju Shiba as its leader, but he was defeated. As a result, Taiju became the next leader and transformed the Black Dragon into a militaristic band of soldiers. However, his glory was short-lived after Taiju and the Black Dragon were wiped out by two individuals. The remaining members of the Black Dragon were absorbed into the Tokyo Swastika gang.

Akane was a girl of average height with shoulder-length blond hair and large, gentle eyes. She often wore her school uniform, which consisted of a plaid skirt, a neat button-down shirt under a light sweater, and a pair of dark, calf-length socks with school shoes. She also wore a matching striped bow tie. Her facial features were very similar to those of her younger brother, Seishu Inui, which Hajime Kokonoi found attractive. On weekdays after school, Akane carried a school bag with her. Akane often spent time with her younger brother, Seishu Inui, and his childhood friend, Hajime Kokonoi, and was generally a loving sister. As Inupi's older sister, she encouraged her brother to act like Koko, whom she described as surprisingly kind, but Inupi responded by resisting her wishes. She was also depicted as being straightforward in her feelings. So, she outright rejected Koko's attempt to kiss her, wisely telling him he should only do such things with someone he truly liked, but at one point she seemed hesitant, considering his romantic feelings for her despite the five-year age difference between them and his recent rejection of his kiss. Akane was the firstborn of the Inui family, only five years older than her younger brother, Seishu Inui. As siblings, they shared many similarities in appearance and a remarkable friendship with Hajime Kokonoi, who secretly harbored a crush on her. One evening in the library, which she frequented, Kokonoi attempted to kiss a sleeping Akane. She meekly rebuffed him and lectured him on how he should only kiss the woman he loved, to which Koko responded with a surprising confession. Akane doubted his feelings and pointed out their significant age difference, but Koko reassured her of his genuine feelings and sincerely confessed a second time as he walked her to Inui's house. Koko promised to protect her and sent her inside, but soon after, her house was set on fire, with neighbors watching the blaze. He walked through the flames to save her, but soon discovered to his horror that he had saved Seishu instead, leaving Akane alone in the fire. The accident left her with multiple third-degree burns all over her body, which posed a serious threat to her chances of survival and could only be treated with 40,000,000 yen (forty million yen) worth of treatment. To Koko's dismay, her parents couldn't afford the treatment costs due to an expensive mortgage on their house. So, he organized an underground group of thieves his own age to make money by covering up the crimes of his wealthy clients. After running the business for some time, Akane passed away.

Inui Seishu, also known as Inupi, is above average in height (177 cm) and has a slender build (64 kg). He bears a strong resemblance to his older sister, Inui Akane, and is often seen wearing his uniform. His habitual high-heeled shoes make him appear taller than he actually is. His pale skin contrasts with a burn scar above his left eye, which he received during a house fire as a child. His middle-parted, sunflower-cut blond hair contrasts with his dark emerald eyes and neutral expression. He is a calm and level-headed individual, typically remaining reticent and maintaining a poker face. However, everyone in the gang knows what he is truly capable of. He proved his loyalty to the Black Dragon by doing everything he could to revive the gang after Toman defeated the Ninth Generation. He's not afraid to express his thoughts and opinions, even if it ultimately hurts him. When he finds people he trusts, he devotes himself completely to them. While he typically doesn't show his vulnerable side, he's not afraid to open up to those he trusts. He admires and respects all members of the first generation of Black Dragons. As the commander of the tenth generation of Black Dragons, Inui controlled a large group of influential criminals. He's a dexterous and powerful fighter, but after Taiju's arrival, everything changed dramatically. Taiju managed to defeat Inui, forcing him to resign as commander of the tenth generation. When he became Taiju's assistant, he still wielded authority over the gang members, albeit to a lesser degree. An admirer of Shinichiro, Inui learned a great deal of mechanical knowledge from him, observing his work. Kokonoi is his childhood best friend. After his sister's death, he became aware of his obsession with her, which led Kokonoi to kiss him in the past. However, in the future, his obsession gradually shifted to Inui Seishu. His favorite motorcycle is a Yamaha RZ350.

Hajime Kokonoi, also known as Koko, is slim (60 kg) and tall (174 cm), with wavy black and white hair styled in a "death hawk" style, parted on the right side, while the left side of his head is shaved and parted into even strands. He has fierce, piercing black eyes and high, arched eyebrows, giving his face a perpetually angry expression. He wears unusual earrings in his right ear. He often wears elegant clothing, often matching the details on his gold earrings. For Koko, the entire world is a series of calculations. Although he is highly materialistic by nature and obsessed with the lust for money, his penchant for monetary gain is rooted in desperation. When Akane Inui, the girl he liked, suffered burns and severe injuries, the cost of surgery proved too much for her family. As a result, he sought every possible way to obtain money, even logically reasoning that for a young man, the only way to make money was through illegal activities. However, as he continued to hire criminals for his affairs, he became consumed with the goal of making money and gradually forgot his original purpose. When news of Akane's death reached him, Koko was unable to come to terms with the reality and accept the fact that the love of his life was gone and he could do nothing about it. Now, in complete disarray, he became attached to Inui both as a replacement for the lost Akane and his money, and as a means of preventing his own inner collapse. Kokonoi held one of the highest positions in the tenth generation of the Black Dragon, as captain of the Elite Guard, meaning he controlled the other members of the gang and could command them in Taiju's absence. In addition to being a well-liked member of other gangs, he was known for his ability to make money. Kokonoi acts solely in his own interests; Most of his actions are aimed at his own gain. He approaches people with more power than himself with the intention of exploiting them, but he will turn his back on them if they don't give him what he wants. Although Koko isn't particularly gifted physically, his intellect more than compensates for this. Koko possesses unrivaled financial acumen. From a young age, he studied numerous ways to make money by reading books, learning both legal and illegal methods along the way. As a result, he was able to develop complex criminal schemes that involved stealing money and investing it in criminals who would steal and commit other criminal activities in his name, which in turn would bring him even greater profits. Despite his obsession with money, he is extremely caring and devoted to those close to him.
