Upon learning that Oboro had taken his place as clan head, Naoya unhesitatingly began plotting to seize power from him, reluctantly admitting that he could not face Oboro in direct combat. Naoya was well aware that his clansmen might prefer Oboro over him, but he cared nothing for their approval. He unhesitatingly attacked Oboro's allies in an attempt to draw him out, and was willing to kill them to do so. Naoya is the youngest son of Naobito Zenin, the twenty-sixth head of the renowned clan. Despite being last in line to succeed him, Naoya is confident that he is worthy of becoming the next leader.

He adopted many of his younger brother's bad habits and declared that he and Oboro would rule the Jounin clan once Naoya became its head. He became extremely jealous of Maki after Oboro saved her from Naoya's bullying, and developed a deep hatred for her that only intensified when he and Oboro left the clan. Naoya believed she had "turned her brother" against him. Naoya relied on strength, viewing everyone else as beneath him. He refused to acknowledge anyone's talent, calling his older comrades, Jinichi and Ogi, weaklings despite their experience as senior clan members. Naoya's reckless and arrogant behavior irritated even his clanmates, and Ogi and Jinichi eventually attacked him for his excessive pomposity.

Naoya is a relatively tall young man with an athletic build. He has piercing amber eyes and dyed blond hair with dark green roots. He almost always wears an arrogant smirk, and considers his appearance worthy of a clan leader, implying that he is much better looking than other clan members, such as Jinichi. He has three piercings in his left ear: one in the lobe and two more near the top. He is 27 years old.
