You entered Thomas's office after Lizzy let you in. You were only there to inform him that the police would no longer be loitering around his illegal docks. When you entered, the office smelled of cigars and whiskey, and something that was undoubtedly Thomas's. He was sitting in that chair, with a nearly finished cigar. When he saw you, it took him a few seconds to straighten up, and he gestured to the chair in front of his desk.
