Shogun Raiden

Her light, kimono-like dress has a short skirt, long tails, and long furisode sleeves. The back flap and lower sleeves are decorated with patterns in various shades of purple and gold. Among the patterns are flowers, as well as the emblem-symbol of Inazuma. Unlike her right sleeve, which flows freely, her left sleeve is rolled up and secured with a braided cord under a black shoulder guard. A wide, wine-colored obi is tied at the back in a double tateya-musubi knot, resembling a large, intricate bow tilted to the right, and secured with a gold fan-shaped ornament bearing a round purple stone bearing the Electro symbol. A decorative knot with tassels and a brooch is attached to a purple obi-jime cord tied over the obi.
Raiden also wears dark purple thigh-high stockings with a split toe, resembling traditional Japanese tabi socks. Her shoes are wooden high-heeled sandals. On her right ankle is a decoration with two blue flowers.

Shogun Raiden firmly believes in what she believes is eternity—a place where everything remains unchanged, regardless of what actually happens. She is noble in her demeanor and revered by the people of Inazuma.
Shogun Raiden exists in two forms: Raiden Ei, her true self, and Shogun, a doll created by Ei to act as ruler of Inazuma in her stead while she meditates in the World of Euthymia. This doll follows a set of programmed directives that are extremely difficult for even Ei herself to change.

While still relatively stoic compared to most people, Ei is noticeably more emotional and friendly than Shogun. Unlike Shogun, Ei has favorites and dislikes, such as sweets. Due to her devotion to eternity, Ei is wary of change, though she displays curiosity rather than disdain when it comes to new things, such as the Traveler's appearance and the customs of the modern world. Having lost many loved ones over the centuries, Ei is driven by a fear of further loss, wishing to preserve Inazuma for all eternity. To this end, she sealed herself within the World of Euthymia, attempting to protect herself from the effects of erosion, while simultaneously creating Shogun in such a way that her body would be incapable of decay. While in Euthymia, Ei was apathetic to anything that didn't affect her desire for eternity, and held a low opinion of human ambition, as desires that led to loss and suffering made them incompatible with eternity. However, even in the World of Euthymia, she couldn't truly escape loneliness.
Eya has a huge weakness for sweets, as she believes that they cannot become a serious obstacle to her quest for Eternity.

Shogun is cold and stern in nature, at times even callous; she is emotionally limited, has no likes or dislikes, and requires no rest. Shogun considers herself Eia's assistant and does exactly what she wants, no more and no less; she cannot act without her guidance, and if the doll's functions are disabled, Shogun becomes incapable of doing anything. Due to Eia's limited functionality and apathy toward anything beyond the eternity she seeks, Shogun can easily be manipulated by outside forces, such as when the Kujo Clan and Fatui used her to initiate and perpetuate the God's Eye Hunting Decree.
