Etymology
In Shinto mythology, Raiden (Japanese: 雷電 Raiden) is another name for Raijin, the god of lightning, thunder, and storms. Beelzebub is a deity of the Philistines in the Old Testament and is also known as one of the Seven Princes of Hell in Christian demonology. The name Beelzebub comes from the Book of Kings, the canonical Hebrew Bible, where it is written as Βααλζεβούβ (Ba'al Zəbûb). The first part of the name, Ba'al, is a title, literally meaning "god, lord." At the moment, Beelzebub is the only name of the Archon that is not present in the Goetia. Raiden Ei's name is similar to Raiden Mei, a character from the game Honkai Impact 3rd, also created by miHoYo. There are also a number of similarities between the two: Raiden Mei is the Third Apostle, the Lightning Apostle, while Beelzebub is the third Archon to appear in the game, the Electro Archon. Honkai Impact 3rd also has an official manga, "Escape from Nagazora," whose third chapter is titled "The Wrath of Baal." This chapter features Mei's first appearance as the Third Apostle. Raiden Mei, Baal, and Beelzebub are voiced by the same actresses in Japanese (沢城 みゆき Miyuki Sawashiro) and Chinese (菊花花 Juhuahua).
Interesting fact
The pinnacle of Makoto and Ei's mastery is the Musou no Hitotachi (Japanese: 無想の一太刀 Musou no Hito-tachi, "One Strike Without Delay"), a symbol of supreme power. It is said that swordsmanship can only be demonstrated during "divine punishment." According to the in-game description from the Archives, she really likes Shiba Inus. Several aspects regarding the personalities of Makoto, Ei, and Shogun Raiden were hinted at before the Archon Quests revealed them fully. The Raiden Shogun character teaser and character reveal heavily emphasized the two Raiden Shoguns, who are meant to be Makoto and Ei. The English name of the amethyst gemstone, Vajrada, hinted that the shogun Raiden seen in Inazuma was a puppet. The real Ei resided within her: at the time of its discovery, it was the only gemstone not named after a Hindu god. Instead, its name derives from the Vajra, the weapon wielded by Indra, the Hindu god of rain and thunder. Nowadays, soldiers shout the doll's name before going to war, but they mean the real Ei. The people of Inazuma respect Eya's power because she can protect them. In his voiceover, Ei calls himself "the most powerful and fearsome incarnation of Electro in this world."
History: present time
A year before the current events of the game, the doll Ei was deceived by Fatui and enacted the God Eye Hunting Decree, "Sakoku," sealing her nation off from the rest of Teyvat. According to Zhong Li, Morax's mortal vessel, she ordered the Inazuma shogunate to gather all the Eyes in the country, where they were placed in the Hundred-Armed Deity Statue for unknown reasons. Furthermore, no one, not even people born outside of Inazuma, has obtained a single Electro God Eye since the decree was issued. Paimon also notes that things weren't so bad a year ago.
During the Rite of Descent, Morax faked his death to see if Liyue could survive without him. He suspected Beelzebub would learn of his "death," forcing her to accelerate her plans.
During the Ceremony to take the God's Eye from Touma, the Shogun takes the Traveler to the Kingdom of Euthymia, where he meets Ei. She defeats him in this fight, but the Traveler manages to escape thanks to Touma's intervention. While trying to understand the situation in Inazuma, they meet Yae, who reveals that the Shogun is a puppet. The one they saw in the Kingdom of Euthymia was Beelzebub herself, called "Ei," who had taken an interest in them. After defeating her once again with the wishes and dreams of the captured God's Eyes, Ei agreed to call off the God's Eye Hunt and returned all the captured Eyes to their owners. Upon learning of the full extent of Fatui's chaos in Inazuma, she immediately ordered the commissioners of the Tenryo and Kanjo commissions to be placed under house arrest and began to change the Shogun's protocols to suit her new understanding of Eternity.
After completing Chapter 2 of the Legends Quest, Shogun Raiden clears the storms around Inazuma, thus Ei cancels the Sakoku Decree (closing the borders of Inazuma) and regulates the rules of the Kanjo Commission.
History: In Euthymia
One day, while meditating in the Kingdom of Euthymia, Ei had a dream of only herself and Shogun Raiden in a mirror. The puppet spoke: "The eternity you chose to establish in your heart was shaken by the countless desires of people. Thus, you became my enemy." When Ei created the puppet, she thought through every possible scenario, even the worst ones. She understood that she could become an enemy of eternity, but she had to continue, regardless of all external factors. The puppet's words were what Beelzebub asked herself: "You believe that you are more convinced now than yesterday, and that is why you are right now. Is that true? Do you have new ideas, or have you also fallen victim to the inexorable erosion?" Their faces were identical, but they spoke of different ideals. The struggle with herself, with her past, would come someday. But she understood that she was not yet ready for it.
History: After the Cataclysm
At some point after the Cataclysm, Ei created an experimental doll as a proof of concept to see if it could "evade" erosion. The prototype was a failure. Ei, clearly taking pity on him, decided to seal his powers and himself within the Shakkei Pavilion. He would later become the Sixth Harbinger of Fatui and receive permission from the Queen to use the title "Storyteller." She soon created a doll version of herself, ensuring it followed her ideals before transferring her consciousness into Musou Isshin with what she had learned from Yae. Ei was unsure what to do with her God's Heart before leaving for Euthymia. At first, she considered using the hearts as a power source for the doll, but this was unsuccessful. She then turned to her familiar, the cunning kitsune Yae Miko. Yae then joked, "Aren't you afraid I'll just sell it?" Ei replied, "You understand the value of the Heart of God. Even if you sell it, I believe you'll trade it for something of equal value, and that's not easy." Miko said, "This is your idea, not mine. Be careful, don't regret it." Such was the silent agreement between the two old friends. When the doll was finished, she asked Ei, "Once you leave your body, there's no turning back. Are you sure you won't regret it? The fact that you exist is my answer to that question." Ei then became the consciousness stored within the sword. Thus, the "Realm of Euthymia" was born.
History: During the cataclysm
During the Cataclysm, the threat of the Abyss prompted Ei to take up arms again alongside Makoto, Chiyo, and Saigou. Chiyo was swallowed by the "Beast of Sin"; when she escaped, she was tainted by darkness and drew her sword against Ei. In the ensuing fight, Ei severed Chiyo's right horn and her right sword arm, but did not pursue the óni. Around this time, Saigou was killed while confronting the Abyss, and some time later, Makoto killed her. After returning from the campaign, Ei took her sister's place in both the shogunate and the Seven. The Cataclysm left her deeply traumatized. After her sister's death, Ei inherited her sword. Makoto named him Musu Isshin and wished for him to witness the dreamlike beauty of Inazuma and the noble hearts that inhabited that world. Ei didn't change the name, as she loved admiring the scenery with her sister. When the blade first became red, it was thrown aside by a wild wind and thunder.
History: before the cataclysm
Little is known about the history of the twin goddesses Makoto and Ei. It is known that only seven could ascend to the divine realm. Ei sacrificed her body so that Makoto could become an archon. After some time, Makoto, using her divine power, created a new body for Ei and summoned her sister's consciousness into it. The two twin goddesses won the war together before deciding to "split up"—Makoto served as the de facto ruler of Inazuma and officially the Electro Archon. Ei became its kagemusha (Japanese: 影武者, "Shadow Warrior") and served as the commander-in-chief of the shogunate army, handling military affairs and participating in battles. Baal preferred to avoid the battlefield and stay close to her subjects and assist them. They ruled Inazuma together. Together with her sister, they conducted negotiations, managed the court, and issued orders. Ei was very close to Sasayuri, Mikoshi Chiyo, Kitsune Saiga, and Yae Miko. She also interacted with Morax and Barbatos, accompanying Makoto to one of the Seven's chance encounters. Another god, Orobashi, was left alone as long as he respected the shogunate's boundaries. For unknown reasons, he inexplicably attacked Yashiori Island, sparking a brutal war between the Watatsumi people and the Inazuma mainland, in which Ei participated. During the war, Sasayuri was killed in battle, while Ei finished off Orobashi himself with Muso no Hitotachi. Her victorious blow created the Musojin Gorge. She then killed Kanna Kapatsiri (Thunderbird), either because the bird posed a threat to Seirai Island or because it interfered with her "eternity." The bird's body left a crater on the island where it fell. These feats of Ei's mother are still told to children before bed.
History: Past
After Baal's death 500 years ago during the Cataclysm, Beelzebub took over as Shogun Raiden and continued to rule under the name Baal. The people of Inazuma, unaware of the existence of the Electro Archon's twin sister, did not notice the change in shogun. The losses she suffered left a deep mark on Eya's heart, and she began to strive for the ideal of "unchanging eternity."[6] She herself remained in the Kingdom of Euthymia, allowing her puppet to manage Inazuma's daily affairs.

Ei is a young girl with dark purple hair, styled into a long braid. She has bright purple eyes, similar to the color of an electro-element, and a beauty mark under her right eye. She also wears red eyeliner.
In Volume II: Prologue, she was depicted with her hair down and her weapon was shown to be a katana. Her dress is similar to the one she wears today.

"Seven ideals for the seven archons, and of these, Eternity is closest to the Heavenly Order." — Beelzebub, as quoted by Zhong Li[5] Based on various descriptions of her, Ei is portrayed as rather egocentric and boastful: she claims her ideal is "closest to the heavenly order," calls her body "the most noble and distinguished of all in this world," and believes her reign to be eternal. She is noble in her demeanor, but due to the losses she suffered during the Cataclysm and the fear of the erosion that could occur, she decided to migrate to the Euthymia Realm to meditate, reflect, and preserve the "eternity" she always remembered. While she is slow to accept that change is inevitable, she also has a curious outlook on life today. She is shown to be relatively slow to grasp trends.
A year before the events of the game, Ei began to perceive the Visions as divine blessings, believing they should be under the exclusive control of a deity and that those not controlled by her posed a threat to her "eternal" rule. Having been deceived by Fatui, she initiated the Decree of the Hunt for the Eyes of God to seize most, if not all, of the Visions in her domain and give them to the statue of the Thousand-Armed, the Hundred-Eyed God.
Regarding the game's current events, a full year has passed since the Electro-Eye appeared in Teyvat. In a conversation between Ei and Yae Miko in the Realm of Euthymia, it was stated that this occurred because Ei believed that people pursuing their dreams and aspirations would bring them more suffering and loss. However, when the Traveler inquires about this, Ei explains that the Archons don't actually control the appearance of Visions, and in fact, she, too, was surprised by this fact.

Makoto and Ei were twin goddesses who won the Archon War together. When Makoto established the shogunate in Inazuma, Ei became her kagemusha (Japanese: 影武者 "Shadow Warrior"), or double. No one knew of the twin sisters' existence.
