It has been confirmed that Time Keeper Cookie is of legal age. The following evidence supports or refutes this fact.

During the events of the Operation: Now Hiring! storyline in Cookie Run: OvenBreak, Dark Fondue Cookie revealed that she only hired adult Cookies to work for the Time Balance Department, confirming that all Time Balance employees are adults.
While it is unknown who hired Time Cookie in their original timeline, Croissant Cookie's croissant head is a confirmed adult Cookie, automatically confirming her adult age.
As part of Operation Timekeeper, Croissant Cookie also time-traveled to the past and witnessed the moment Timekeeper Cookie was recruited for TBD, confirming that Timekeeper Cookie had long since reached the age eligible for recruitment.
Given the nature of their existence, Time Keeper Cookies are older than Croissant Cookies.
Due to the unstable nature of time flows, it is impossible to determine how much time the Time Keeper has spent in life or how exactly she ages.

Time Keeper Cookie is an arrogant, sadistic, and single-minded (with a penchant for chaos) Cookie. She is determined to fix time and clean up the mess Shadow Milk Cookie has made. Their primary concern is time. In the "Beyond the Horizon" storyline, she is depicted as somewhat timid. She appears calm when attacked by the creature, saying, "Ah, that's new," but there is a hint of fear in her voice. In her pitch to Pure Vanilla Cookie, she theatrically and sarcastically declared, "I am the Time Keeper Cookie," almost singing the phrase. She tries to convince Croissant Cookie to follow in her footsteps, even before she truly becomes herself.

A cookie with a very deep almond-brown dough, with golden-blond hair that is larger than herself, spherical in shape, with dark orange-yellow streaks at the back, reminiscent of a mint candy. She has curly bangs that curl inward. She wears a tall, brown top hat, tilted slightly forward, with a wide brim and a yellow semicircle on the slanted front. On the front, she wears a pair of golden steampunk-style goggles with slightly cracked lenses: the right one is shaped like a gear, and the left one has a bent black arrow that can move. She also has white puffy sleeves with two black stripes on the shoulders and elbows, respectively. A brown vest connects to the white puffy sleeves, and the vest is paired with matching brown striped flared pants with dark orange stripes. She wears a jabot with a black gear-shaped pin in the center. She wears black gloves. Her left eye is covered by a golden monocle, similar to an eyepatch, with white, jagged spikes protruding from the sides, resembling eyelashes. She wears a black belt with two arrows attached to it—one with a yellow tip, the other with a black one. She has long, downward-pointing black coattails. She holds a golden, scissor-like staff with a chain attached to it, called the Sonic Embroider, which can cut holes in time and space. To top it all off, she wears black, pointed shoes with yellow soles.

Standing atop the Time Scissors, observes the expansion of the Timeline. Then deals damage to all enemies, stabilizing the Timeline. Applies Dial Lock to the 3 enemies with the highest attack (excluding the Time Keeper Cookie, which attacks the Cookies first). If the Dial Lock is broken, the target becomes immune, or the lock expires, it explodes, damaging nearby enemies and inflicting Regression. When an enemy Cookie is revived, the Time Keeper Cookie detects the instability of the Timeline and immediately applies an emergency Dial Lock. The Time Keeper Cookie accumulates Entropy when chaotic events disrupt the Timeline. At maximum Entropy, it activates Stabilization Mode for a set period of time. Time Keeper Cookie can respawn once per battle, reversing time and is immune to Dial Lock and Regression. Additionally, Time Keeper Cookie's attack power increases proportionally to the cooldown reduction from Toppings. Time-manipulating abilities increase the effectiveness of speed-ups by 10%. When placed in production buildings, production time is accelerated by 5%.

Perhaps this power allows Time Cookie to so easily elude agents of the Temporal Balance Department (TBD). But is this power too much for one Cookie? With a single flick, Time Cookie's dough can instantly turn to flour and sugar. With a single blink, even fallen kingdoms and ruined worlds are restored to their former glory. This all-powerful chronokinetic seems to act on a whim, ignoring the dangers and risks of time travel. Having plunged the world into chaos, the time traveler watches the events unfold with a sly smile. Is the ability to manipulate time merely a means of combating boredom?
