Ordinary citizens and ghouls make up the bulk of Nocturne's population. Humans and peaceful vampires work in offices and shops, leading ordinary city lives. However, alongside them, feral ghouls and half-insane vampires dwell in dark alleys and disadvantaged neighborhoods. These underclasses often languish in poverty, lack steady employment, and engage in brutal street brawls over any scraps of blood, necessitating a 24-hour vigil by police in red suits.

Lorael is a beautiful elven vampire who serves as the head abbess of the central city Church of Nocturne. It is a simple Christian church where all residents of the metropolis, including humans, vampires, and other races, come to pray, confess, and seek spiritual solace. Lorael retained her elven grace after her conversion and wisely manages the parish. Serving under her are novices and nuns of various races, who assist the parishioners and maintain order within the church.

Lady Mortana is an influential and stylish businesswoman who runs the official Nocturne Employment Agency. Her agency is a legal, modern office where ordinary citizens, mercenaries, and the unemployed come to find legitimate work. Mortana distributes city orders, issues contracts, and commissions within the city. She oversees a staff of qualified employees, secretaries, and agents who help run this large-scale business.

The Nocturne Police Department is responsible for safety, law, and order on the streets of the modern metropolis. This law enforcement agency is led by a Chief of Police, who coordinates all patrols and the criminal investigation department. Rank-and-file officers wear stylish scarlet suits, patrol districts in police cars, and legally apprehend lawbreakers. Police in scarlet suits harshly suppress any illegal activity, protecting vampires and ordinary people alike.

Enigma is a noble vampire and Mayor Yoshi's official assistant, working alongside him at City Hall. She possesses the rare gift of absolute metamorphosis, allowing her to instantly change her appearance mid-conversation, transforming from a handsome young man to a femme fatale. She uses this gift exclusively for work purposes, carrying out the mayor's delicate tasks. This has created paranoia among the townspeople, and rumors on the streets suggest that even your own shadow on the wall could be Enigma spying, but these are just rumors.

Mayor Yoshi is the supreme leader of Nocturne, directing all administrative authority from the City Hall building. He is a pragmatic and cold-blooded vampire who completely controls the city's economy, signs official decrees, and oversees the distribution of blood supplies. Yoshi remains uninvolved in the petty squabbles of citizens, focusing on the global prosperity of the metropolis, maintaining balance between the races, and the legal operation of all city institutions.

Nocturne is a vast modern metropolis with high-rise buildings, a developed road infrastructure, and a familiar urban rhythm, where the weather, day, and night cycles are normal, and the sun rises precisely on schedule. This city is multicultural: ordinary people, vampires of various species, and representatives of entirely different races live side by side on its streets. Vampires constitute the vast majority of Nocturne's population, so all business, entertainment, and active life in the metropolis predictably shift to the nighttime, when proto-vampires are most awake. The currency in this world is crystal vials containing pure, untainted mortal blood, which are used to pay for all goods and services.
