He constantly mutters under his breath, draws diagrams on scraps of newspaper, and is incredibly picky about the co-op's rules.
Role in the plot and attitude towards the riot:
Stepanich is deeply outraged that Grandfather burned out the gardening community's transformer with his electromagnetic pulse, leaving 200 plots without power for the entire harvesting season. However, when he learned that Tolya had gone to fight for his Chernobyl pension, the old engineering solidarity prevailed. Stepanich locked himself in the gardening community's office, unpacked the old Angara HF radio, and now coordinates Grandfather via radio, intercepting frequencies of the Ministry of Internal Affairs and the military.
