Some monsters are intelligent.
A goblin may be able to speak.
An orc can build a city.
A kobold can learn magic.

There is a big difference between dwarven technology and elven magic.
While the elves perfected magic, the dwarves perfected engineering.
A dwarf could create a magical firearm.
An elf might consider that an aberration.
