The "TFAM" (Third Anti-Mutant Force) was created from the theorist group "Great Awakening of the Sun," a group founded by Reiko Hanguta, a former military leader with a deep hatred for superhumans who took away his jobs and territory. He was considered a terrorist, and his group, tired of losing ground and being captured by superhumans, staged a coup in Okinawa. The ensuing war, under the pretext of "liberating the people from mutants," began with an extermination campaign and an internal war between this group and Japanese military personnel and low-ranking heroes.
