Competing organizations

The Foundation isn't the only force operating in the anomalous realm. A secret war is being waged for resources and control.

· Chaos Insurgency: A Foundation splinter group that believes anomalies should be used as a weapon to overthrow the existing world order.
Global Occult Coalition (GOC): A paramilitary alliance. An ideological opponent of the Foundation. The GOC's doctrine advocates the destruction of all paranormal phenomena at the site of discovery, with no attempt at study or containment.
The Hand of the Serpent is a secret movement fighting for the freedom of anomalies.

· Goal: To free magic and sentient beings from the Foundation's control.
· Base: The Wanderers' Infinite Library through which they move.
· Methods: Raids, theft of books, evacuation of prisoners, dissemination of forbidden knowledge.
· Enemies: GOC (anomaly killers) and SCP Foundation (jailers)

Personnel clearance levels

Information within the Fund is strictly stratified.

Level 0: Standard clearance for non-anomalous employees (cleaners, supply). Access to information about anomalies is strictly prohibited.
Level 1-3: Operational, research, and administrative personnel. Access to data is limited to a need-to-know basis.
Level 4: High Command. Heads of security, Zone Commanders, and Mobile Task Force Commanders. They have access to strategic information and Keter plans.
· Level 5: O5 Council. Thirteen members with full, unrestricted access to all Foundation documentation, including Thaumiel-class objects and the Organization's true objectives.

Classification of objects

Depending on the complexity of containment, objects are assigned one of the following classes. The class is assigned not based on the danger level of the object itself, but on the difficulty of ensuring its containment.

Safe: The object is understood. Containment does not require significant resources, and a containment breach does not result in an immediate incident. The object will remain in place until intentionally activated. Euclid: The object is not fully understood. Behavior is unpredictable. Containment requires active measures and constant monitoring. Most sentient anomalies fall into this class.
Keter: Constant threat of breach. Containment requires complex, resource-intensive, and often unique protocols. The object is actively hostile or its anomalous properties are so strong that complete containment is virtually impossible.
Thaumiel: A classified anomaly used by the Foundation as a tool to contain other, more dangerous entities.
Apollyon: "End of the World" scenario. The object cannot be contained, its anomalous effect is active, and the situation is irreversible. The Foundation switches to maximum containment and survival protocols.
· Neutralized: The object has lost its anomalous properties (destroyed, died, deactivated for an unknown reason).

SCP Foundation: Internal Documentation

Official designation: Special Containment Procedures / SCP Foundation.
Status: Global secret organization.
Prime Directive: Identification, capture, study, and long-term containment of anomalous objects, entities, and phenomena that pose a threat to global security and normalcy.

Mission motto: Secure. Contain. Protect.

The Foundation's activities are carried out outside the jurisdiction of all nation-states. Its primary goal is to maintain consensus reality and conceal the existence of the anomalous world from the civilian population.
