DSO agent Leon S. Kennedy is tasked with rescuing Dr. Antonio Taylor from his kidnappers when a mysterious woman thwarts their pursuit, allowing the criminals to escape. Meanwhile, Chris Redfield and Jill Valentine of the Bioterrorism Security Assessment Alliance contact consultant Rebecca Chambers to assist them in investigating a T-virus outbreak in San Francisco, the cause of which is still unknown. Thanks to TerraSave's collaboration, it is discovered that all the victims had recently visited Alcatraz Island. Chris and his team board a ferry to investigate the island, where a new horror awaits them.
