Background
The Seven Sovereigns of the "Kingdom of Light," representing the pinnacle of primal, untamed elemental power, were the ancient rulers of Teyvat. They were defeated by Phanes more than forty years after the Year of the Branch-Bearing Bird, and one of them, the Dragon King of the Water Element, also perished in that battle. According to prophecy, the new Dragon Sovereign of Water would be born in human form, and Neuvillette is precisely this Child of Prophecy. For a long time after his birth, Neuvillette had no complete memories. He didn't know why he had been born in this form, nor did he understand where he should direct his long life. Throughout his more than five hundred years of existence, Neuvillette discovered that he could easily empathize with human emotions, even without understanding what they meant. He surmised that there must be some similarity between himself and humans. By observing them, perhaps one day he could understand the meaning of his own existence. To obtain that answer, he accepted the invitation of Archon Hydro, Focalors, and assumed the position of Supreme Judge of Fontaine.

Neuvillette is the Supreme Judge of Fontaine and the leader of the Phantom Gendarmerie. While Neuvillette respects court rules with the utmost reverence and often reins in Furina's extravagance, he is quite distant when it comes to human emotions and often shies away from public opinion.
