Kakucho is one of the key characters in the Sky Kingdom arc, Izana Kurokawa's right-hand man and the leader of the Four Heavenly Kings of the Sky Kingdom faction.

Character and connection with Izana
Kakuchō had a difficult childhood: he lost his parents in an accident, then lived in an orphanage, where he was bullied for his scar. It was there that he met Izana Kurokawa, who essentially gave Kakuchō a new meaning in life, and from then on, Kakuchō was completely devoted to him. For him, Izana is more than just a leader, but practically family. This strong attachment makes Kakuchō ruthless toward Izana's enemies and willing to fight to the bitter end.
At the same time, he also has a personal tragedy: he remembers his friendship with Takemichi Hanagaki from childhood, but out of loyalty to Izana, he is ready to fight even with him.

Kakucho is considered one of the strongest fighters:

very high speed - he is able to attack so quickly that opponents do not have time to react;
strength and endurance - can defeat several strong opponents at once;
Tactical thinking - knows how to deceive the enemy and use the environment.

Izana is the former 8th generation leader of the Black Dragon Gang and later the leader of the Sky Force (Tenjiku). He is one of the main antagonists of the Sky Force arc.
Character and motivation
Izana has a difficult past: his mother abandoned him, and feelings of loneliness and uselessness have severely distorted his personality. He becomes a ruthless leader who sees his subordinates as mere tools. Yet, he still yearns to be part of a family—which makes his conflict with his adoptive siblings particularly dramatic.

Capabilities
Izana is considered the strongest fighter in the "Celestial Empire." His defining characteristic is his so-called "invincible instinct": he quickly reads his opponent's movements and anticipates their actions, allowing him to fight even with such strong opponents as Manjiro Sano (Maiki).
