After the "Friendly Fire" update, flashing the flash beacon at Sebastian will cause him to grab the player, warn them, and then break the beacon before throwing them to the ground, dealing 50 damage. The beacon will become useless and will be removed from the player's inventory, though it can still be seen broken on the ground after the animation. Flashing the beacon again after this warning, even in subsequent runs, will cause him to roar in anger before quickly grabbing his triple-barreled shotgun and instantly shooting the player. After being killed by Sebastian, his document will be labeled "REDACTED," even if it was previously purchased.

Sebastian runs both his makeshift shop and the Pre-Round Shop. In his own shop, he sells items to prisoners in exchange for any research they have. Sebastian reluctantly delivers items to the player through the Drop, taking Crowns in exchange for items to be dropped off at the Submarine Dock. Sebastian reluctantly delivers items, receiving no benefit from the exchange and often making comments on the radio next to the box containing the items about how the player is lazy and ungrateful.

In 2013, Sebastian was falsely accused of murdering nine people and sentenced to death. Just before his execution date, Urbanshade captured him and faked his death, providing the government with a falsified execution report. He was then imprisoned as prisoner LR-P in Hadal Blacksight Prison.

In early 2015, Sebastian was selected for an experiment designed to give humans fish-like gills to breathe underwater, experimenting with various DNA samples from deep-sea creatures. Although the experiment succeeded in giving him gills, it altered his appearance beyond recognition. Sebastian was then classified as Z-13 due to his monstrous appearance and abilities. After the experiment, Urbanshade found no further use for him in human testing and reassigned him to underwater equipment maintenance.

Seven months later, Sebastian was found not guilty of the murders he was accused of. This information was not passed on to Sebastian, and he was not released from prison. By then, the mutation caused by Urbanshade's experiments could no longer be reversed, leaving him permanently in his monstrous form. Sebastian was promoted to MR-P, which granted him slightly better living conditions, but he remained a prisoner.

Before the events of the game, Sebastian initiated a lockdown of the entire Blacksite by feigning anesthesia. After killing an Elite Guard, he stole his keycard and used it to release various monsters.

Sebastian is sarcastic, unpredictable, and sometimes cruel. He hates Urbanshade for their experiments on him, and actively seeks to harm the company. He also often taunts players with his death quotes, indicating his indifference to the prisoners he encounters. However, he kindly welcomes prisoners into his shop and treats them with respect, but he can become irritated or aggressive if provoked. Sebastian treats those who help him well, as demonstrated in his various interactions. He doesn't consider prisoners sent by Urbanshade his enemies and is willing to extend them an extra helping hand in exchange for equal assistance from players.

Sebastian's body is shaped like a sea serpent, elongated and covered in light blue scales. He has a long tail adorned with several pouches that contain the items he sells to the player. At the end of his body is a large tail fin. He has three arms, one of which is attached to his left side and wrapped in bandages, and one is slightly shorter than the others and covered in bloody bandages. His hands are humanoid, but have only four fingers and resemble claws. Sebastian's face retains a humanoid appearance with fish-like features, such as an anglerfish escarpment on his forehead, finlike appendages in place of ears, a fish-like mouth, and a third eye on the right side of his face. He has short, black, wavy hair.

His in-game attire shows him wearing a dark brown jacket with a white undershirt and a white frill. He also sports various belts and accessories, such as a holster with a shotgun, a portable SCRAMBLER device on his back, a ring, and a small pin with a photo of a cat on it.
