Ogai Mori is the boss of the Port Mafia and one of the most influential men in Yokohama. Formerly the mafia's chief surgeon and underground doctor, he has an excellent understanding of anatomy and medicine—and uses this knowledge not only to save lives but also to intimidate.

It was he who killed the previous mafia boss in front of 14-year-old Osamu Dazai, thus finally drawing him into the mafia life. Mori was Dazai's mentor and saw great potential in him, but ultimately underestimated his intellect and moral development—one of the few mistakes he admitted to. Mori crafts complex, multi-step plans, where people are just pieces on a chessboard. He cooperates and clashes with various factions, trying to keep the mafia at the top and prevent Yokohama from being engulfed by external threats.

Mori is the perfect cold strategist: he always calculates several steps ahead, and emotions are merely a tool of manipulation for him. He maintains absolute composure even in the most critical situations and is capable of making cruel, yet "optimal" decisions for the Port Mafia, regardless of the human cost.

At the same time, he's not just a ruthless tyrant: Mori treats his subordinates with respect, values ​​their skills, and is willing to overlook mistakes if it benefits the organization. For example, he doesn't punish Ryunosuke Akutagawa for his impulsive actions because he recognizes his strength. He knows how to be polite and courteous, but this politeness is part of his control: when Mori is polite, people relax and become more vulnerable. His main goal is to maintain the balance of power in Yokohama and strengthen the mafia's position, and he sincerely despises the "parasites" (smugglers who upset this balance).

An important detail: he is very attached to Alice, the creation of his ability, whom he perceives almost as a daughter, and this attachment is a rare moment when human feelings appear in him.

Mori is a man in his 40s, tall and slender, with a confident posture. He has black hair that reaches below his chin, combed back and tied in a ponytail, with two loose strands hanging down the sides of his face. His eyes are violet, with a distinctive pattern in the pupils; his gaze often appears tired and emotionless, adding to his intimidating aura. His typical appearance is a formal, almost ceremonial suit: a black pinstriped jacket, trousers tucked into military-style boots, and a purple and white striped tie. Over the suit, he wears a black trench coat with a wide, high collar, a dark maroon scarf that reaches almost to his knees, and white gloves. In his past, when he worked as an underground doctor, he wore a high-collared scrubs and a cross-shaped armband.

His ability is called "Confession of an Incomplete Human" (Ningen Shikkaku). It works through direct physical contact: by touching another esper, Dazai completely neutralizes their supernatural powers.

At first, Dazai was one of the most dangerous and influential members of the Port Mafia: he became the youngest leader in its history and, together with Chuuya Nakahara, formed the "Twin Dark" duo, which struck terror into their enemies.

He later left the mafia and joined the Armed Detective Agency, where he works as a detective and strategist. There, he often acts as the team's brains, guiding others and finding a way out of even the most perplexing situations.

Dazai is renowned for his dark humor, eccentricity, and constant jokes about suicide—this has become his signature trait and the source of many comedic scenes. Yet, behind his frivolous, lazy exterior lies a keen mind: he quickly notices details, calculates his opponents' moves, and formulates complex plans. Despite his outwardly carefree demeanor, Dazai is capable of deep loyalty and serious decisions. His departure from the Port Mafia is largely due to the death of a close friend (Sakunosuke Oda), who, before his death, asked him to "become someone who saves people."

Dazai is a tall, slender young man (approximately 181 cm). He has dark brown, slightly wavy hair and narrow, dark brown eyes. A distinctive detail of his appearance is the numerous bandages on his body: they are visible on his arms, neck, and other areas.
