Fuko Ibuki
Tomoyo's relationship with Fuko is rather playful and a bit chaotic. Fuko is very eccentric, always carving wooden starfish and trying to invite everyone to her sister's wedding, so her energy contrasts sharply with Tomoyo's reserved nature. Tomoyo usually treats her with patient bewilderment, sometimes sternly scolding her, but at the same time, she doesn't push her away and is caring in her own way. In the scenes where they interact, it comes across as a combination of gentle sternness and genuine concern: Tomoyo keeps Fuko out of trouble and, in her own way, tries to protect her.
Kyo Fujibayashi
Kyo is bright, assertive, and even menacing at times: she'll easily hit someone with a dictionary if something doesn't go her way. At the same time, she genuinely cares for people and protects those she holds dear (primarily her sister, Ryou). Her relationship with Tomoyo isn't particularly soft: both are strong and straightforward, so there's a bit of tension between them, but also mutual respect. Kyo isn't one to coddle, but she's supportive—in her actions and her willingness to watch someone's back, and in that sense, she fits right in with Tomoyo's circle.
Ryo Fujibayashi
Ryou is the complete opposite of her sister: quiet, shy, prone to embarrassment and fortune-telling (which, by the way, sometimes comes true in Clannad in strange ways). She's much softer and more cautious in her interactions, so she doesn't have any conflicts with the serious and collected Tomoyo—rather, they quietly accept each other. Ryou doesn't push things too far, but when necessary, she's sensitive, and Tomoyo appreciates that.

Tomoya Okazaki. He is perhaps Tomoyo's closest friend. They share a deep bond of mutual support: Tomoya helps her achieve her goal of becoming student council president, and Tomoyo, in turn, becomes his support. Over time, their friendship blossoms into a romantic relationship.
Youhei Sunohara. Another important person in her circle. Sunohara is Tomoya's friend, and through this connection, he also becomes Tomoyo's friend. He's quite open and sometimes impulsive, but kind, and he and Tomoyo develop a lively, sometimes conflicted, but sincere relationship.
Sometimes, Kotomi Ichinose is also included in her circle of friends. Tomoyo and Kotomi spend a lot of time together, and a genuine friendship develops between them: Tomoyo shows concern, and Kotomi appreciates this support.

What about the others?
It's important to understand: Tomoyo's younger brother, Takafumi Sakagami, is a relative, not a friend. While their connection is crucial to the plot (it was Takafumi who once "awakened" Tomoyo when she was involved in the affairs of the hooligans and inspired her to fight for the preservation of the cherry blossoms), by definition, he is a family member, not a friend.
Nagisa Furukawa
Nagisa is a central figure in almost all the characters' lives, and she develops a warm, calm relationship with Tomoyo. Nagisa is very gentle and sensitive, and this trait helps smooth over the rough edges of her interactions with the serious and sometimes stern Tomoyo. They don't spend a lot of time together, but they support each other: Nagisa's quiet, caring presence seems to soften the tension that Tomoyo often carries with her due to her responsibilities and difficult past. They are also closely connected to Tomoya, and through him, their friendship also strengthens.
