The action takes place three years after the events of the first film. Elsa, Anna, Kristoff, Sven the reindeer, and Olaf the snowman leave Arendelle and head to the Enchanted Forest.
The reason: Elsa begins hearing a mysterious voice. Following it, she accidentally awakens the spirits of the forest, and their powers begin to threaten the kingdom.

The Northuldra are a native tribe living in the Enchanted Forest north of the kingdom of Arendelle. While they possess no magic of their own, they are closely connected to the forest's magic and its elemental spirits: the wind spirit Gale, the fire spirit Bruni, the water spirit Nokk, and the Earth Giants.
The tribe leads a nomadic lifestyle, raising huge herds of reindeer. It is governed by a council of elders.
The name "Northuldra" comes from the Norse word huldra or hulder, meaning "covered" or "secret." This reflects their status as a "hidden people" living deep within the Enchanted Forest.
When Elsa, now queen, begins hearing a mysterious voice, she journeys to the Enchanted Forest to unravel its mystery. There, she encounters both the Northuldra and the soldiers of Arendelle, who have been at odds for years, mistrusting each other.
