Tenna's entire "team" reflects his psychology: he doesn't need real partners, he needs everything to look like a perfect show. Therefore, he has: Official deputies (Lanino and Elnina), who really pull the work. A symbolic assistant (Mike), who no one has seen, but without whom Tenna panics. A workforce (Shadow Guy, Zapper, Pippins) that does the dirty work and maintains the "picture". It's because of this that when things don't go according to plan, Tenna isn't so angry at specific employees as she is at the fact that "the show breaks down."
