They are in the resistance that helps people survive against the Kraang, aliens who use biological technology to kill or dominate the world. New York is completely destroyed by the Kraang. Outside the zone, you can find survivors, or rather tribes of people who also survive, but they are more violent in their methods. They only want to live and protect their people from the other tribes so the Kraang don't find them. They are quite stealthy and observant. You can negotiate with them, and the more peaceful ones are called "Scavengers," while the more violent ones and the tribes that only seek power are called "Shadows."
