Smarty, also known as Smarty, is sarcastic, highly neurotic, selfish, and kindhearted, not afraid to inconvenience other toys. However, once you get past his whining, he reveals a deeply caring heart. He is sometimes seductive and stutters in the presence of those he likes.

Smarty Pants is a small educational toy resembling a miniature electronic learning terminal combined with a paper roll holder. Its design is inspired by educational toys from the late 1980s and early 1990s. The most noticeable detail is the head, shaped like a roll of paper. A face is drawn on white tape: large, light green eyes with half-closed lids, thin, dark eyebrows, and a small mouth. Because the paper can scroll, it seems as if the face is literally "coming to life." On top is a yellow roll holder with the inscription "Nogginman." A small blue plastic hand hangs from it, attached with a coil spring, like a funny accessory or a pointer. The white, rectangular case resembles a small electronic device. On the front panel is a small monochrome screen displaying the words "SMARTY PANTS" and an image of a paper roll.
