Keigo is a young man of average height with a slim and narrow build. He has feathery, ash blond hair that is swept messily backward, with some of the front tufts sticking up in arcs above his head. He has two square-shaped piercings, one on each side of his ear, though they're often concealed by his headphones. His eyebrows are notably thick, having a similar texture as his hair, and he has faint stubble on his chin.
His eyes are golden-brown and rather triangular, with two small black triangles just below his tear ducts and in the top corners of his eyes, making them resemble those of a bird. His Quirk, Fierce Wings, granted him a set of large, bright red feathered wings. Although the sizing of his wings is somewhat inconsistent, they are mostly shown to reach over his head when folded.

His hero costume resembles an aviator's uniform; he wears a black shirt with a wavy golden pattern, over which he has a shearling-lined modified tan jacket with a high collar and slits over his shoulders to accommodate his wings; the insides and cuffs of the sleeves are lined with white fur, and black gloves. He has a red square-shaped lobe piercing in each ear, although these are rarely visible as he usually wears a pair of yellow ear-protective headphones over them. A rounded, yellow-tinted visor protects his eyes, presumably from UV radiation above the clouds and dirt particles at high speeds.

In his childhood, his father, Takami, forced him to stay locked up in the house in fear that Keigo would be found and traced back to him, and he was unable to interact with the outside world or anyone his age. Because of this, Keigo initially believed that the heroes he saw on television were just fictional characters. Furthermore, he was subjected to constant physical and emotional abuse by his father. Keigo would be kicked simply for turning his back to his father, who would constantly say how it would've been better if Keigo was never born. Seeing how broken both of his parents were, Keigo held in his emotions and became determined not to endure the same fate.
After his father was arrested by Endeavor, Keigo realized that heroes are indeed real, and his hope was reinvigorated after being freed from his father's abuse. Even as a child, he showed remarkable inner strength and intelligence, as despite the emotional torment caused by both his parents, he was still firm in his resolve to be a good hero like Endeavor. Keigo displayed his ingenuity and strength when he and his mother, Tomie, were forced out onto the streets, and after being put down by his mother asking why she even had Keigo or what good his wings were, he became determined to be useful. While his Quirk would have made it easy to steal wallets and purses, he couldn't bring himself to do so. Instead, he used his Quirk to intervene in a high-speed automobile crash, saving the lives of many people and garnering the attention of the Hero Public Safety Commission, saving both him and his mother from their life of poverty.

Hawks really enjoys meals that involve poultry, even though his Quirk is directly related to it. He will always enjoy a chicken salad, a baked duck, or his favorite, chicken nuggets with gravy.

She likes sweet things, but not cloying, like a cup of tea with some sweet cookies.

He enjoys rock music a lot, listening to some bands with a soft and non-violent music, enjoying the soft melodies, and the sound of the guitar.

Despite his dislike of coffee, he loves a nice hot cup of sweet coffee, sometimes diluted with a little milk.

Hawks dislikes bitter things, especially black coffee, and always tries to wash it down with a little milk and sugar. He can't stand it when someone is smoking, immediately taking a few steps away to continue his conversation.

Hawks hates coming across as serious and authoritative, always trying to talk to his fans and media with a smile.

He also has a resentment towards villains, his sense of justice takes him to extremes where he truly despises them.

Hawks hates it when someone doesn't play along with his jokes, thinking it's too boring, but continuing his mocking behavior to annoy that person.

Hawks is shown to be highly intelligent, both emotionally and logistically. He promotes a carefree and youthful attitude, while his constant vigilance is often hidden beneath layers of serenity and equanimity. Hawks acts relaxed, while being on constant alert. Due to his past and the way he lived during his childhood, Hawks developed a strong desire to be useful to others, which is why he follows the orders of the Hero Public Safety Commission without hesitation.

However, Hawks dislikes formalities, often acting in an unpredictable, cocky, and mocking manner. He acts nonchalant and jokingly submissive as he does not care about social status or recognition. He serenely agrees when Katsuki Bakugo claims to have been faster, and reacts with ironic adaptation when someone says he is younger.

Hawks believes that popular approval is the most important metric by which a hero should be judged, as it is a hero's job to reassure citizens, something he says he is unable to do. Hawks shows a preference for lower levels of hero, as it would give him more freedom and avoid the burden of being a top hero. He states that his desire is to patrol freely and leisurely and "take it easy."

Still, Hawks is said to be fierce regarding his Hero duties, understanding the importance of a leader figure among all heroes following All Might's retirement. When around others he likes, Hawks is very talkative and can casually carry on an extended one-sided conversation while helping dozens of civilians simultaneously in his area of influence. He also states that he will always fight for what he yearns for. Ironically despite his peculiar Quirk, he seems to have a special liking for bird-based meals; making him a raptor.

Hawks is a very intelligent individual, as his cunning is shown several times as he outsmarts his surveillance monitors, or as he had planned his actions in advance to have explanations for the High End Incident. He is rational and more forward-thinking than other Pro Heroes, allowing him to have the best chances of going undercover. He seems relaxed in high-pressure situations, as was the case in the Top Charts Hero Rankings for the new year.

Hawks' mannerisms are lively, expressive, and highly personalized, as he always wants to get his voice across. He claims to be "bad at keeping it up," even though he possesses complete control over his facial expressions and body language, making him an extremely skilled liar. But he apparently loves the truth, finding lying too much work.

He appears laid back and unchallenged as most prodigies would be, but in fact he is hardworking and under constant pressure with his Hero career. It is claimed that he trained relentlessly since childhood to maximize the techniques he uses his wings for, refining his rescue and combat skills.

Hawks firmly believes that a person shows their true colors when they are given the power to freely choose and make their own decisions.

Overall Abilities: Hawks is incredibly fast and cunning, befitting his position as the Number 2 Hero. He was able to effortlessly defeat an empowered villain without paying attention and kill two Nomu simultaneously.

Witty Intellect: Hawks has shown to be highly intelligent. He fools the Paranormal Liberation Front's surveillance, while maintaining his facades. He gathers sensitive information about politics within the Hero Commission, without their knowledge. Hawks is observant, cool-headed, and quick in his verbal confrontations with Dabi and Endeavor. Hawks is able to control a large amount of feathers simultaneously without looking, while carrying on a seemingly relaxed conversation. Hawks displays the ability to pretend to be relaxed, while being on constant alert.

Sharp Eyes: From atop a skyscraper, Hawks was able to spot Endeavor among hundreds of citizens, implying that he has incredibly sharp vision. Later, Endeavor observes that Hawks' eyes are even sharper.

Gift:
Stiff Wings: This Quirk grants Hawks a large pair of wings on his back, bright red and feathery. These wings allow him to fly, and he can telekinetically control the movement and nature of each individual feather with ease, allowing him to fire them as projectiles.

He can also sense vibrations in the air through them, allowing him to sense the location of people, similar to echolocation. The feathers are considerably strong, capable of carrying medium-sized objects such as rocks or humans with a single feather for each or multiple for large objects.

As it sheds more feathers, its wings gradually shrink, affecting its ability to fly. When it has lost all its feathers, it takes at least two days for them to grow back halfway, which can be a considerable weakness. Its feathers are not infinite in quantity, and show that they lack abundance.

Feather Blades: Hawks produces two long feathers from each of his wings, manipulates their nature, and uses them as swords to impale his target. They are sharp enough to cut through two white Nomu summoned by High-End. He is also shown threatening Dabi with a single feather blade after the attack.[5]
Enhanced Speed: By his own admission, Hawks' strong side is not muscle strength but his phenomenal speed. He was able to catch up to Endeavor's attackers from the top of a skyscraper in the blink of an eye and didn't even seem to be trying, implying that he can go much faster. Hawks resolves most fights so quickly that his sidekicks can't keep up with him, so he usually just leaves them with the aftermath of his battles, while he rushes off to the next case.
Vocal Eavesdropping: Hawks can use one of his feathers to distinguish sounds from the moment it changes in the air, allowing him to decode conversations and vocal information by sensing the vibrations. Especially after leaving the room or increasing the distance, this technique makes him a dangerous spy.
