Snezhnaya 1
Snezhnaya is a region of perpetual winter storms; Nadia states that blizzards can last for a month straight and despite being in the midst of danger, its people look up to the sky and are just happy to be alive. Tartaglia claims that people would literally freeze to death if they didn't keep moving outside. At night, the Snezhnayan sky can see a beautiful aurora of dancing light.
Technologically, Snezhnaya is much more advanced than the other regions on Teyvat. Venti states that the Fatui are the strongest out of the seven regions' military, which is supported by the fact that all of their known fighting members utilize elemental attacks. The description for Agent's Sacrificial Knife calls it a "weapon made with superior Snezhnayan technology." The Fatui Skirmishers wear mechanical suits of varying degrees, and some of its members use guns and cannons in battle. Alice, who has visited Snezhnaya, recalls seeing massive factories, which she wrote down in her Teyvat Travel Guide, and Il Dottore built a factory in Liyue to conduct Ruin Guard research which is fully automated.
Snezhnaya is stated to be considered the same status as Mondstadt, as in independent and not belonging to any other nation, according to Jean.
The Adventurers' Guild originates from Snezhnaya; while this fact doesn't seem to be a secret, few people comment on it and the Guild doesn't face the same apprehension that people regard the Fatui with. It was also hinted that Katheryne, the receptionist(s) for the Adventurers' Guild, are a series of androids created for the role: the Katherynes in all regions so far are identical, and have "Error..." and "Rebooting..." idle quotes. This is further emphasized by the Katheryne stationed in Liyue, as she side-steps the Traveler questioning about her identity. Katheryne's identity as a "bionic Snezhnayan puppet" was confirmed by Nahida.
The Seven (Archon)
The Seven Archons, typically shortened to The Seven, are the seven gods who preside over the seven nations of Teyvat, established after they or their predecessors emerged as the victors of the Archon War 2,000 years ago. Each Archon is associated with an element and an ideal, by which they formed their territories' environment and determined their method of governance over their regions. Each Archon possesses a magic focus called a Gnosis, which allows them to resonate directly with Celestia. By comparison, Visions are "primitive" — though a Gnosis's capabilities and purpose, beyond acting as a symbol of an Archon's status, remain unknown. Each Archon is bound to a divine throne, which is composed of an elemental Authority stolen from the Seven Sovereigns, and which grants them authority over the corresponding element.

Snezhnograd Veche
The Snezhnograd Veche is the administrative body in charge of governing Snezhnograd. It was established by the Tsaritsa to replace the aristocracy formed by the Snowland Fae during the reign of the Belyi Tsar. The chairperson of the Snezhnograd Veche is the Mayor of Snezhnograd. I. Ivanovna N. was appointed as the first Mayor. The current Mayor is Pulcinella.
While exchanging the intel with Nefer and Jahoda of the Curatorium of Secrets, Sarin, the head of the Adventurers' Guild's branch in Nasha Town, talked about the Adventurers' Guild with the hidden meaning of the Snezhnograd Veche. It can be inferred that the Adventurers' Guild and the Snezhnograd Veche are in fact the same, or the Adventurers' Guild is the extension of the Veche outside of Snezhnaya. However, it is unclear due to the nature of the intel exchange.
Fatui 3 — Fatui Harbinger
The Eleven Fatui Harbingers are the executive officers of the organization, being under only the Tsaritsa herself. They are given absolute executive authority by her and answer directly to her. They are blessed with powers that exceed those of an average human, but those powers do not seem to be derived from their Visions. Instead, the Harbingers all possess a Delusion, which are said to be even more powerful. Those among the Fatui who have proven themselves in their strength are chosen by one of them to serve as direct subordinates. Each Harbinger goes by a code name instead of their real names and leads their own division within the Fatui. Currently, the only known divisions are the Debt Collection division and the Intelligence division, the latter also being known as the House of the Hearth.

Fatui 2
The Fatui are divided into divisions, each of which is headed by one of the Eleven Fatui Harbingers. Each Harbinger operates with a different modus operandi which also influences how their underlings act. There is often a lack of thorough communication between fellow Harbingers. Harbingers and their subordinates, as well as between different divisions of Fatui operatives. However, some members of the Fatui are quite loyal to their leading Harbinger, to the point of being willing to seek revenge for their sake.
The Fatui come from a variety of backgrounds: some were taken in at the House of the Hearth orphanage, others choose to join their ranks, while others, like Childe, were drafted. They also do not hesitate to help financially and diplomatically strategic allies in order to interfere in foreign policy.
They receive certain advantages in exchange for their services, such as supplies, salaries, or powerful weapons; in exchange for this, however, they choose neither the destination to which they are sent, nor the superiors to whom they obey.
Many of the Fatui NPCs in the game are everyday workers who are oblivious to their superiors' true intentions, but are nevertheless very loyal to the Tsaritsa and Snezhnaya. Members have differing opinions on being stationed in other nations, ranging from intense homesickness to having developed fondness for their new home.
The Fatui are able to get some time off for their service with the amount of days they get each year varying based on their rank. When Wislawa started, she had around ten days of annual leave, but after a few years stated that she got a few more days before remarking that she could get up to twenty-five days if she continued her promotions.
Fatui 1
The Fatui are a delegation of diplomats from the Zapolyarny Palace of Snezhnaya. There is also a military detachment led by the Eleven Fatui Harbingers and the Tsaritsa herself. A singular member of the Fatui is called a Fatuus.
The Fatui are a powerful military force in terms of power and numbers, making it the strongest of all the seven nations. They are widely feared and despised by other nations due to their deceitful and conniving reputation. The organization is composed of members performing a variety of roles, including combatants, bureaucrats, politicians, and merchants.
Hailing from the frozen lands of Snezhnaya, the Fatui are publicly seen as a political department of the nation that represents the goodwill of the Tsaritsa and manages foreign affairs with all six other nations. However, despite how they initially present themselves, the citizens and governments of those nations are often already aware of their true colors, and treat both their diplomats and individual members of the organization with distrust.
They often use underhanded methods to establish their power and influence in another nation, and as a whole are willing to go to extremes to further the Tsaritsa's vision for a "perfect world." Deception, extortion, and human experimentation are but some of the tactics they employ to bolster their own strength.
Despite their loyalty to their empress, most of the Fatui grunts themselves are unaware of the Tsaritsa's true plans. The Harbingers are likely some of the few among the ranks who are truly aware of the Tsaritsa's true intentions, as they are the ones assisting her in collecting Gnoses.

Snowland Fae 2
In the present day, many fae live in Novokitezhgrad, Snezhnograd, and other areas of Snezhnaya, but very few elsewhere such as Nod-Krai and the other nations due to the warmer climate, but some are able to tolerate them. Fae can take on many forms; the people of Nasha Town frequently mistake Paimon for one, while Flins, one of the few fae in Nod-Krai, is mostly identical to a human in appearance. Flins' ability to transform into a ball of blue flame, or to disappear and hide inside his lamp sometimes is also part of his fae's powers. Some fear the fae's ability to shapeshift, especially the prospect of a fae replacing a human child. All fae possess the ability to manipulate elemental energy and magical powers without the use of a Moon Wheel or Vision, while some like the Jack Frosts get their elemental powers from consuming it a lot. Most fae keep their true identities a secret for their own safety; few know of Flins' fae nature, while on the other hand, many know about Linnea's. Fae can also tame an otherwise hostile monster like Celaeno was able to tame Haemus, a young Radiant Bladehorn.
The fae have their own language and script, which are known as Fae and Fae script, respectively. The Fae language does not appear to be mutually intelligible with the language of Snezhnaya — a Fatui soldier stated that he "couldn't understand a word" of Preobrazhensky's Fae speech.
There are six common types of fae in Snezhnaya; the Vila, Domovoy, Leshy, Volkodlak, Snegovik and Jack Frosts. There are also less common fae, such as the Lantern Fae, Sirens and Augury Birds.
According to ancient legends, the hollows in Icy Pebbles were once shelters and gateways to the ethereal revealed to the fae by the Frost Moon.
Snowland Fae 1
The Snowland Fae, also known as Fae Spirits, Northland Fae or simply Fae, are a faction in Snezhnaya. In the past, they were led by the Belyi Tsar, the first Cryo Archon and the lord of all fae. During the Belyi Tsar's reign as the first Cryo Archon, the Snowland Fae ruled the Northlands. Since his death, the fae have lost most of their former glory, but still have ways of exerting influence over the nation.
The fae were created by the artisans of Hyperborea using "forbidden methods" that were taught to them by Koitar. Created and made purely of frostmoon's light, all forged upon bones of "giant beasts," these fae spirits are said to have been exceptionally beautiful. When the Celestial Nail fell on Hyperborea, many of them were turned into "icy silvery mist."
The fae of Snezhnaya once held a recognized place within Snezhnaya’s older political and social order, but their position declined during and after the transition from the Belyi Tsar to the Tsaritsa. Once integrated into Snezhnaya's noble and symbolic hierarchy, but the fae nobility's prominence diminished over time as political power consolidated under the new regime and older institutions were abandoned. Fae life spans are much longer than humans but they are not immortal and can be killed. The fae of that time longed for a form of permanence or security that even long life could not give them. Some of the noble fae eventually chose self-exile.
Fae formed the aristocracy during the Belyi Tsar's reign, and they led lives of luxury and excess. Certain high-status positions were only available to fae, such as that of the elite Gvardiya. Under the Tsaritsa's reign, this position has been given to Oprichniki officers, regardless of status or origin. The Fae nobles of the era allegedly believed that the wealth they held was inherently corrupting, and thus by "bearing the sin of fullness" they were actually doing their people a service.
Tsaritsa and Belyi Tsar
The Belyi Tsar (Russian: Белый царь Belyy Tsar'), also known by his name Monomakh Snezhnyi, was the first Cryo Archon of The Seven, who presided over Snezhnaya. The Belyi Tsar emerged from the Archon War as the first Cryo Archon, and was accordingly awarded the Cryo Gnosis as well as a divine seat in Celestia. When the last of the victors ascended 2,000 years ago, the Belyi Tsar traveled to Liyue to attend the gatherings of the original Seven Archons.
At some point, the Tsar returned from "the ruins of the far north" and "finally [opened] the door to the humans he had once turned away." Around this time, he also began searching for a way to overturn the heavenly order and create an eternal paradise — an "Elysium." He was influenced by the "mad monk" Rauthvangi, who sought to rebel against the Heavenly Principles for his own reasons.
He ultimately fell to the Abyss during the Cataclysm and was succeeded by the Tsaritsa (Anastasya Feodorovna Snezhnaya), his daughter, as the Cryo Archon.
According to a folk tale, the Belyi Tsar had a younger twin brother, known as the King of Midsommar Oak, whom he loved dearly. However, a "tragic quarrel" caused him to accidentally kill his brother, and in his grief, his domain became shrouded in unrelenting winter.
The Belyi Tsar led the Snowland Fae, who served as Snezhnaya's nobility during his rule. However, after his death and the ascension of the Tsaritsa to rulership, they have lost most of their former influence.

The Tsaritsa (Russian: Царица Tsaritsa), also known by her name Anastasya Feodorovna Snezhnaya, is the current Cryo Archon of The Seven, and the ruler of Snezhnaya.
With supreme rule over Snezhnaya, she uses her organization of loyal followers, known as the Fatui, to manipulate and intimidate the other nations of Teyvat. She is targeting the other Archons' Gnoses for reasons unknown, though it likely relates to her goal of "burning away the old world."The Tsaritsa also has the ability to grant her subjects a power separate from Visions, called Delusions. These Delusions are used by the Fatui, particularly by the Eleven Fatui Harbingers.
History 2
After stabilizing Snezhnaya, the Tsaritsa began a series of reforms in her nation. Firstly, she severely weakened the Fae's political power in her court: she sent emissaries to all fae princes who had not come to seek an audience with her, and demanded them relinquish their princely titles. Many died before responding, while the remainder acceded. Secondly, she strengthened the Fatui by ordering them to build a new fortress near Snezhnograd, named Glupov. Lastly, she replaced the Fae aristocracy with the Snezhnograd Veche as an administrative organ, headed by a human, I. Ivanovna N.. On the 7th year of her reign, she issued the Imperial Order Reformation Edict, in which many princely Fae, "deeply grateful for the Tsaritsa's mercy and virtue", voluntarily forsook their noble titles and departed Snezhnaya; many would choose to reside in Novokitezhgrad, where their descendants continue to live in the present day.
Around three to four centuries ago, she invited Kuutar to the Fatui, bestowing her the name Columbina together with the position as Third Harbinger, and telling her that they would be like a second home to her, which she accepted. Over a decade ago, the Tsaritsa pardoned House of the Hearth orphan Peruere of the crime of killing a Harbinger—Crucabena, the former House of the Hearth director—and promoted her as Crucabena's replacement, bestowing the name Arlecchino to her. Later on, she promoted Ajax to the position of Eleventh Harbinger, granting him the name Tartaglia
History 1
During the Cataclysm 500 years ago, following the Belyi Tsar's demise during his expedition, Anastasya Feodorovna was crowned Tsaritsa of all Snezhnaya. Due to yet-unknown reasons, some of the Snowland Fae nobility—followers of the Belyi Tsar—refused to recognize the Tsaritsa as their new ruler; some did not seek an audience with her, while others, such as the Dalegrad clan, broke ties with Snezhnograd altogether. She was left severely embittered by the events of the Cataclysm, and cut ties with other Archons, including her friend Venti.
Shortly following the Cataclysm, Solovei made a request to the Tsaritsa, proposing the establishment of the Lightkeepers and that Nod-Krai be made into an autonomous region for them to operate within. The Tsaritsa approved his suggestion.
During the 2nd year of the Tsaritsa's reign, the humans of Port Belovodye, long oppressed by poverty and subjugation by the Fae ruling class, decided to take advantage of the succession crisis and declared self-governance; Grand Duke Drevogorye attempted to quell the rebellion with no avail. The following year, the Tsaritsa established the Fatui with Pierro as its first member and leader. She tasked them with attacking the forces of the independent government, occupying the territory of the Drevogorye, Volkhovan, and Cirnareka clans along the way; then, she charged these Fae clans with crimes of negligence and condoning rebellion, and stripped away their princely titles. Drevogorye accused the Tsaritsa of treason and fought the Fatui, but was ultimately slain in battle. Finally, the Tsaritsa sent envoys to Port Belovodye, demanding the rebels to hand over their instigators and spare the rest, or else the Port would be razed; the terms were accepted and the rebellion ended.
Personality
Anastasya is diametrically described as being cold and stern by her harbingers, as well as being gentle and compassionate, although it is suggested that she has sealed her emotions beneath her icy demeanor. From her actions immediately after the Cataclysm, she may be considered iron-willed, if not to the point of ruthlessness, particularly in her renunciation of the nobility. Tartaglia described her as follows: "Her Royal Highness the Tsaritsa is actually a gentle soul. Too gentle, in fact, and that's why she had to harden herself. Likewise, she declared war against the whole world only because she dreams of peace. And because she made an enemy of the world, I had the chance to get to know you."
Appearance
Anastasya is a tall woman with skin as white as snow and long, cool, faded blue-gray hair. Her eyes are a mix of Alice’s light blue and blue-gray, with snowflake-shaped pupils as white as snow that give her a “cold but pure” gaze. Anastasya also has pointed, elf-like ears and blue-gray eyebrows. Many say that even though she is centuries old, she looks quite young. Anastasya wear a long dress. The top of the dress is a strapless or off-the-shoulder corset in a deeper shade of dark blue, accentuating the bust. On the left shoulder, there is a fluffy white or light blue fur accent that blends into the light blue fabric draping down the sleeve, adorned with a large dark blue ribbon and what appears to be a gem or crystal at the knot. The skirt is a silvery light blue, adorned with a pattern of ice crystals or diamonds in a lighter shade.
