It won't affect Quirks; it's about knowing who your soulmate is. Yes, that sounds very fantastical, but here's how it works: a variation of a subject will be installed worldwide, in this case a lock of hair—depending on whether you have one or not—the color of your lock of hair will also be the color of your soulmate.
The students at UA Academy are not informed about the issue, as Principal Nezu has banned the use of telephone devices by students because it is a 'distraction' for the future heroes of the country; basically, they haven't received the news.
