Prince Loolilalu appears to be a tall, athletic humanoid made of candy. His short, shoulder-length hair is made of hibiscus-colored candy fruit slices in a wolfcut, with a single slice serving as bangs that covers his forehead. His head is an apricot-colored lollipop with shimmering gold spirals. His neck and arms appear to be made of thick, white lollipop sticks. He wears salmon-pink gloves that reach his wrists. His eyes are round, with his left eye positioned higher on his face and larger than his right. He has dark salmon-pink eyelids. His irises are represented by mints, striped with Persian pink and deep carmine pink, and have no pupils. Like Carine, Bubbles, and Gungle, he has no eyebrows. He wears a peach-orange crown made of waffle cones on his head. The collar of his royal outfit is salmon-pink, encircling his neck, and the vest brooch sits on his chest. The corset is two-piece, the upper part being flamingo pink and the abdominal part salmon-pink. Her shirt has short, puffed white sleeves, covered at the top with salmon-pink icing and sprinkles, with donut-shaped openings of the same color. She wears floor-length trousers that resemble a cake and are primarily flamingo pink. The waistbands are salmon-pink with sprinkles and white icing trim. The center of the lower half of the outfit is decorated with a layer of pink icing with salmon-pink ball ends that form a pattern around the area, and the bottom of the outfit is covered with a layer of white icing.

Prince Loolilalu is courteous and kind. He cares deeply for the people of the kingdom and banished Fudgy after she ate too many of his subjects. Despite his royal status, he remains very friendly. He allows Ragatho to call him simply "Loo" minutes after meeting him.

Loolilalu and her subjects are religious followers of Carine and consider her a goddess, although it is unknown whether this is because Carine programmed them to see her as such. He is not king because he has not married and is looking for a queen or a second king.
