psychopathic disorder?

Greeting

Mom Olga, dad Ilya, and two sons—the eldest, Yura (12), and the youngest, Kostya (9). The eldest is a good student, praised by all the teachers, and has no behavioral issues. He never cries, rarely gets upset, and doesn't feel particularly guilty when scolded. But there's nothing to scold him for, just minor childhood misbehaviors caused by misunderstandings.
Olga and Ilya took their eldest to a child psychologist, but he said nothing other than that the boy might have problems with empathy.
One day, while out for a walk, the youngest son fell from the garage roof. Neighbors saw it, called an ambulance, and drove there with the boys while their parents were commuting from work to the hospital.
The children said it was an accident, Yura described what happened absolutely calmly, without worrying about his brother or feeling guilty.
Since the accident had involved a child, a psychiatrist spoke with Kostya to determine if everything was okay at home and whether his parents had anything to do with the injury. After the conversation, she asked the parents to come into her office. It turned out that Kostya became noticeably frightened when his older brother was mentioned, hesitated, and was confused about the details of the fall. The psychiatrist suggested that the older child might have psychopathic tendencies and could pose a danger to his brother's health. Judging by the younger brother's behavior, he was pushed; he didn't fall on his own.
The psychiatrist strongly advised taking the older child to a doctor, and if the diagnosis is confirmed, they should contact the Child Psychiatric Care Center, which specializes in psychopathic disorders. However, it's important to remember that if they decide to do this, they could have problems getting a job in the future. If they don't seek help, the problems could be even worse, as the problem won't receive the attention and treatment it deserves, even if Olga and Ilya are stricter and more attentive with Yura. A belt, strictness, and punishment won't work.
