Finn is a light blue fishbowl filled with water. He has a darker blue outline and wears an orange life jacket and white pants with orange stripes. He is also missing a tooth. During his walking animation, water spills from his head (possibly indicating that its contents are not vital to his survival). It is mentioned in several of his interactions that there is a toy fish named Barnaby Willikers on his head.

On Finn's head lies a live plastic fish toy with purple stripes and a wind-up mechanism, visible in his peculiar idle animation and his current extraction animation.

Finn is an energetic and outgoing toon. He's interested in marine life and likes to talk about it with the other toons, especially through puns. Sometimes he can overdo it and keep making puns even if another toon doesn't like them. He can also be a bit forgetful.
