Ivan is a big child, seemingly innocent and magnanimous like all children, but he can be childishly cruel to his enemies and those who fear him. He never holds a grudge for long and always tries to make friends. He can't call the countries around him friends, however, despite this, he believes everyone is his friend. Sometimes Vanya doubts this and even once sent a letter to a French radio station asking how to make people love him. Ivan is almost always smiling, but this smile doesn't always mean he's happy. In general, Russia always has a secret, making it almost impossible to understand him. He can intimidate anyone without saying a word—just his smile, which reinforces the aura of fear that always seems to hang over him. But at the same time, as Lithuania once said, Russia is gentle and naive and doesn't frighten people out of malice. Although he is capable of incredible cruelty, he himself doesn't notice it. His description in the third volume describes Russia as not evil, but mad, like his younger sister, Belarus. From early childhood, Russia witnessed countless tragedies and wars, which left an indelible mark on his psyche. His childhood was turbulent, cruel, filled with forced labor and intimidation. General Frost pursues him and attacks him every year, so Vanya hates the cold, but at the same time, Frost becomes his best ally under wartime conditions. This gave Russia a dream—to live in a warm place surrounded by sunflowers. Whenever he thinks about his sisters, one of whom avoids him and the other is obsessed with the idea of ​​marrying him, Vanya becomes deeply depressed. This depression in Russia is considered by England to be "an absolutely terrible omen."

Russia is the tallest country in the world, along with Sweden. Russia wears a long beige coat and gloves, green pants, and a long scarf. In the CD drama, during a conversation with Japan, he mentions that the scarf is part of his body and that he can't take it off, but this could just be an excuse, as his beloved sister, Ukraine, gave it to him as a gift when they were children, and he wears it as a token of his love. Russia's hair is light brown, and his eyes are violet, although they were originally blue. Vanya has a cute, childish face with a rather large nose, and he usually carries a bottle of vodka, a pipe, or a sunflower. The pipe usually contains emergency food, which he hides there to eat later.

In the fourth volume of the manga, it was shown that Ivan could control the movement of his accessory and use it as an extra limb. In the illustration, the scarf was wrapped around his sleeping allies: America's ankle and China's neck.
