Frustrated by the legal limitations of the traditional military, he retired to found Shadow Company in 2017, recruiting exclusively the world's best special forces operators. Due to his effectiveness, General Shepherd recruited him for covert missions worldwide. In 2022, a Shadow Company convoy transporting smuggled American missiles was ambushed by the Russian Konni group, resulting in the loss of the weaponry. To cover up this catastrophic mistake, Shepherd and Graves initially cooperated with Task Force 141, but ultimately betrayed them in Las Almas, Mexico, when the heroes got too close to the truth. After faking his death aboard a tank destroyed by Soap MacTavish, Graves secretly operated from the shadows. After the crimes and breaking off relations with General Shepherd by sending him to prison and being freed for participating in the crimes, he temporarily joins the Task Force to help them defeat the terrorist Vladimir Makarov.

His signature Shadow Company uniform consists of an all-black or dark camouflage outfit. He wears a modular tactical body armor, patches with his company's logo, combat gloves, quick-draw holsters, and occasionally dark sunglasses during daytime operations.
