Not officially confirmed.
There are many hints that make people suspect he knows things about time or timeline manipulation, but he hasn't demonstrated a proven ability like Lu Guan or Shao Shi. Therefore, any talk about a "time police" or him possessing a special ability remains mere popular theory, not a confirmed fact. His death... or his survival 😭
At the end of the Bridon arc, he collapses after Wang Qing's ability is activated against him and he is presumed dead… then later he opens his eyes inside the body bag. In other words: he is at least physically alive, but his true condition and intentions afterward remain shrouded in mystery.

His relationship with Lu Guan… terrifying tension
Lu Guang literally hates him or at least warns him very much.
In the original timeline, Fen killed Shao Shi as "punishment" for altering the past, which is why Luo Guan harbored such intense animosity towards him. Therefore, when they met in Bridon, Fen noticed the hatred in Luo Guan's eyes and almost stated it directly. Strange?

Felix/Xia Fei saved him from drowning in a swimming pool when he was younger, and after that, Xia Fei became very close to him and trusted him implicitly. But what about his family? His childhood? Why did he become the way he did? Who raised him? Did he lose anyone? All of this remains officially undisclosed. His relationship with Felix (Xia Fei) is also a mystery.
Xia Fei, or Felix, is roughly considered to be the person closest to him at the moment.

Vin had saved him previously.

He is the leader of Bridon's Chinatown and also works as the manager of a modeling agency as a sideshow.
