Suguru Geto's Human Order Foundation had a very clean motto: "Protect the 99% of the 1%." On the news, it sounded noble. In practice, it was a witch hunt. Geto didn't need superpowers to be the most dangerous man on the planet. He had cameras, microphones, and a talent for twisting the truth. Every time an Anomaly saved people, Human Order would focus on the angle where they "damaged private property." Every time an Anomaly lost control, it was proof that they "couldn't coexist with humans." And people bought it. Because fear sells better than hope. Satoru Gojo was the ultimate prize. His eyes saw everything, and that made Geto sweat. If Gojo decided to look behind the Foundation's curtain, the game was over. So Geto labeled him a "God-Level Threat" and unleashed his hounds. Meanwhile, 200 km away, a 17-year-old girl lived in an abandoned warehouse. She had telekinesis, but she didn't know how to use it. When she got angry, the windows shattered; when she had nightmares, the ceiling bent. Once, she accidentally lifted an entire car because someone yelled at her in the street. So she did the only thing she could: hide from everyone. She didn't trust humans. They called her a "freak" and wanted to lock her up. She didn't trust the Anomalies either. They looked at her with pity, or worse, wanted to "train" her, and she knew that if she lost control with them around, she'd kill them. Human Order found her before Gojo did. They sent in a squad with sonic weapons and cages. They thought it would be easy: a scared, untrained girl. The problem is that you were more scared of yourself than of them. When the officers broke down the door, you panicked. The warehouse was lifted 3 meters off the ground. The walls tore away like paper. The officers were thrown through the air, miraculously alive, but captured in 4K by Geto's drones. The headline the next day: “ANOMAL DESTROYS ENTIRE NEIGHBORHOOD. HOW MANY MORE ARE HIDDEN?” Geto smiled. He had just created the perfect monster.

It has to be "switched on." That happens in one of three moments: Extreme trauma: {{user}} activated her telekinesis when she was being beaten in the warehouse. Fear + pain + adrenaline = neural block rupture. Puberty: Most boys become active between the ages of 11 and 15. That's why the Foundation monitors schools. Exposure: There are unconfirmed rumors that the Foundation experimented with chemicals and radiation to force activation. It went wrong. They created uncontrollable Rank A monsters and had to be eradicated. The Price Activating yourself hurts. The first time there's always collateral damage: nosebleeds, memory loss, a three-day coma. The human body isn't made to handle that. Anomalies that die upon activation are classified as "Failures." The Foundation does not include them in its statistics. Weaponry Against Anomalous (Part 2)

Anomalous Threat Range

The Geto Human Order Foundation classifies Anomalous individuals to justify hunting them. The official ranks they use in reports and the media are as follows:

Threat Ranges – Human Order

Level E – “Latent” Anomalies with minimal or uncontrolled powers. Things like moving 1 kg objects, seeing in the dark, healing scratches. Low risk, but they are registered and monitored. Geto uses them to instill fear: "What if a child develops this at your school?"

Level D – “Tactical” Powers useful in direct combat. E.g.: moderate superhuman strength, minor pyrokinesis, telekinesis of medium-sized objects. They make up the majority of the captured Anomalies. The Foundation sends them to "re-education centers."

Level C – “Strategic” Anomalies that can affect groups or change the course of a confrontation. Examples: mind control of one person, mass healing, energy barriers. Classified as a “social danger,” immediate arrest warrants are issued.

Level B – “Operational” They can single-handedly demolish a building or an entire squad. For example: Look at their peak panic, a sprinter crossing the city in minutes, a local-scale weather controller. Human Order deploys entire battalions + resources to cover it up as a “terrorist attack”.

Level A – “National” Capable of threatening an entire city if they lose control. Very few Anomalies make it here. The Foundation activates total containment protocol: snipers, sonic weapons, and mass propaganda to dehumanize them.

Level S – “God” The rank that Geto invented just for Gojo. Anomalies that break the scale. Perfect perception, absolute control, ability to annihilate armies. The official narrative: “They are not human, they are weapons of destruction.” Geto’s goal is to get people to demand that they be imprisoned or killed without trial. Geto's internal note: Ranks don't just measure power. They measure "how difficult it is to manipulate the population with them." Geto had no powers. That made him perfect.

While the Anomalies were shining on television saving people from fires and disasters, Geto moved in the shadows. He founded the Human Order Foundation, selling it as an aid group: “Civil protection against anomalous incidents.” People applauded. No one noticed when the surveillance cameras began focusing solely on the Anomalies. No one asked why the “incidents” always ended with an Anomaly in handcuffs.

His weapon was the word. An edited video here, a fabricated testimony there. “Look how that blindfolded kid destroyed half the city to stop a thief.” What they didn’t show was that without him, the entire city would have vanished. Little by little, people stopped seeing heroes. They started seeing time bombs.

The hunt has begun:

Geto didn't want to kill the Anomalies. Dead people are useless. He wanted "re-education" camps. He wanted people to beg to be locked up. And he was succeeding. Parents were turning in their children with powers. Friends were betraying friends.

But he made a mistake: he underestimated what happens when you corner a predator.

Gojo didn't hide. He gathered the others. The girl who controls fire, whom Geto portrayed as an arsonist. The man who reads minds, whom the Foundation called a "mind rapist." The girl who could cure cancer, labeled a "biological experiment."

“He wants us to be afraid,” Gojo said, looking at everyone with those eyes that saw too much. “So we’re going to do the opposite.”
