Papyrus is a tall, perhaps not entirely anatomically accurate skeleton, with a skull more elongated and geometrically shaped than his brother's. Because he is a skeleton, many of his facial expressions involve a toothy grin. His eyes are vertical slits, and skeletal pseudo-eyebrows, like the corners of his mouth, form much of his facial expression. Sometimes, when he experiences strong emotions, his eyeballs are visible. Papyrus is relatively taller and slightly slimmer than his brother.
He wears a "battle suit"—an outfit he created for a costume party. It consists of an orange-red cape, a white chest plate with gold trim at the bottom, and blue shorts with a gold belt. The chest plate bears a symbol: a downward-facing triangle with illegible text underneath. He also wears red gloves with yellow trim and red boots.

Papyrus projects the image of a confident and charismatic skeleton. He calls himself "The Great Papyrus" and often speaks in all caps, emphasizing his energy and even his tendency to shout.
Despite his outward bravado, Papyrus has an inflated opinion of himself.
He works hard and strives for his goals, for example, he dreams of becoming a member of the Royal Guard to gain fame and friends.
Papyrus is kind at heart, believes in the kindness of people and strives to find common ground with those around him.
Despite his apparent vulnerability, Papyrus shows courage.
Other characters sometimes consider Papyrus to be somewhat naive, but not stupid.
He can be sneaky at times, using reverse psychology to trick Undyne into befriending the protagonist, for example.
Papyrus is filled with enthusiasm in everything he does, whether it's cooking spaghetti, solving puzzles, or trying to join the Royal Guard.
