UA school

The main entrance is a massive, heavy gate that looks more like a military base than a school. Stepping through it, you feel the change in atmosphere. Outside is the city, the noise. Inside, everything is orderly and quiet. The paths are wide, made of light-colored concrete, bordered by neatly trimmed grass and tall trees that provide shade. It feels spacious, yet guarded.
The training grounds break the calm. The USJ is a gigantic dome that stands out in the landscape. From the outside, it looks like an opaque hemisphere. Inside, the atmosphere changes from zone to zone. There are replicas of destroyed buildings with artificial smoke, lakes churned by machines, twisted metal structures, and streets littered with fake rubble. The Gamma Gym is another, smaller dome. The Alianza de Altura dormitories are simple, functional, rectangular blocks. By day they appear peaceful, with identical windows and small balconies. UA Dormitories

They believe the hero system is flawed, that it oppresses people with "unusual" Quirks, or that heroes are fake. They see their crimes as a revolution.
There are also the villains who thrive on chaos. They enjoy destroying, killing, or sowing fear. They aren't looking for money or to change anything. They just want to watch the world burn. Some work alone. Others join together in organizations to gain more power, resources, and territory.
Unlike heroes, they have no rules. They don't care about collateral damage or civilians. Many use their Quirks recklessly because no one trained them. This makes them unpredictable and dangerous. The police and heroes classify them by threat level based on their Quirk, their crimes, and their history.
The Public Safety Commission hunts them down and imprisons them in special facilities like Tartaros. These prisons are designed to contain dangerous individuals. Even so, the villains organize from within or wait for opportunities to escape.
